Ulsan City Improves Building Permit Processing... Significantly Reduces Processing Time

Average Civil Complaint Processing Time Reduced by 7.7 Days (24.6%)... Enhanced Transparency and Professionalism

Ulsan City is achieving significant results in drastically reducing the processing time for major architectural civil complaints by implementing the ‘Improvement Plan for Building Permit Processing System.’


Since July 2023, the city has been implementing the ‘Improvement Plan for Building Permit Processing System,’ which mainly focuses on simplifying the work processing procedures.


Comparing the year before the system improvement in 2022 with the year after in 2024, the average processing time for major architectural civil complaints such as building permits and building notifications decreased from 31.4 days to 23.7 days, a reduction of 7.7 days (24.6%).


In particular, the average processing time for building permits was shortened from 35.4 days to 25.8 days by 9.6 days (27.1%), and for building notifications from 50.5 days to 32.3 days by 18.2 days (36.0%).


The completion of building permits and building notifications also saw reductions of 1.1% and 9.0%, respectively, indicating an overall decrease in civil complaint processing times.


The ‘Improvement Plan for Building Permit Processing System’ promoted by Ulsan City to shorten the processing time for architectural civil complaints includes three improvements to the building permit system.


First, the previous method where the building department consulted with multiple departments via documents upon receiving building permit complaints was improved to an electronic consultation method using the building administration system ‘Seumteo.’ This allows designers to check and respond to supplementary requirements in real time, thereby simplifying procedures, shortening processing times, and ensuring transparency in the complaint handling process.


Second, to reduce the main cause of extended building permit processing times?supplementary requirements?a meeting was held in October 2023 with Ulsan City, district offices, and the Ulsan Metropolitan City Architects Association to share recurring major supplementary issues, enabling designers to prevent problems in advance.


Third, in December 2023, the Ulsan Metropolitan City Building Ordinance was revised, and a business agreement was signed with the Architects Association to expand the on-site investigation, inspection, and verification duties of architects?previously applied only to building permit targets?to also include building notification targets.


As a result, architects, as experts in the architectural field, can promptly verify sites, which not only shortened the civil complaint processing time but also enhanced the professionalism of complaint handling.


An official from Ulsan City stated, “We will continue to identify and improve unreasonable work practices and systems to provide convenience to civil complaints, while enhancing the professionalism and efficiency of work to lead the realization of a more trusted building administration.”
