Ukrainian President Volodymyr Zelensky expressed strong opposition on the 15th (local time) to peace negotiations excluding Ukraine.

According to foreign media including Reuters, President Zelensky said in his speech on the second day of the Munich Security Conference (MSC) that day, "I will never accept a peace agreement made behind Ukraine's back or without its participation."

This is interpreted as a protest against U.S. President Donald Trump’s agreement with Russian President Vladimir Putin to start peace negotiations without prior notice to Ukraine and Europe. Recently, senior U.S. government officials have repeatedly made statements indicating a willingness to begin negotiations by accepting Russia’s demands.

President Zelensky then urged that it is time for Europe to establish its own military and emphasized that European leaders must decide their own future. He also stated that the Ukrainian military alone cannot guarantee sufficient security.
