Noh Soyoung of Nam-gu Council Criticizes "Hasty Administrative Procedures for Office Relocation"
Nam-gu Responds: "Thorough Supervision and Management Within the Principle of Private Autonomy"
There have been claims that the administrative procedures for relocating the office of the Namgu Urban Regeneration Village Cooperation Center, a newly established organization in Nam-gu, Gwangju, were pushed through hastily.
According to the Nam-gu Council of Gwangju on the 14th, council member Noh Soyoung argued during an emergency inquiry at the plenary session that "the recent relocation of the Urban Regeneration Village Cooperation Center from the district office annex to the Bangnim 2-dong Eoullim Center was conducted without going through a general meeting."
She stated, "The board resolution to deliberate the relocation of the center was carried out in writing instead of through a general meeting," and pointed out, "Currently, the Eoullim Center is scheduled to open in April, and the detailed design for remodeling has not yet been completed, yet the relocation has already taken place without any particular reason."
She also said, "The relocation plan states that consultations were held with the Ministry of Land, Infrastructure and Transport and the Korea Housing and Urban Guarantee Corporation (HUG), but both organizations are unaware of the relocation. It is questionable when these consultations took place," adding, "The Ministry of Land was not aware that the Urban Regeneration Cooperation Center would be moving into the Eoullim Center, and there was no change in the activation plan."
She continued, "Currently, the center's articles of association limit the general meeting to seven items such as amendments to the articles and election of executives, but the board has authority over 12 items, allowing it to decide on most operational matters, which is unbalanced," and added, "No discussions were held with council members belonging to the general meeting regarding the center's relocation."
She further emphasized, "There were deficiencies in the administrative procedures during the operation and relocation of the center, and it is questionable why it was pushed forward so quickly," adding, "We need to clearly identify the problems and ensure that the center's operation is transparent in the future."
A Nam-gu official responded, "The articles of incorporation of a corporation are set. For important matters, the board makes decisions, and the general meeting serves as the final approval, which constitutes the corporation's administrative actions," adding, "Even if the board decides, if the general meeting rejects it, that also has legal effect. If the general meeting were to be involved in every matter, efficiency would decrease, so it cannot be said that the authority of the general meeting has been reduced."
The official added, "In accordance with the principle of private autonomy, we will thoroughly supervise and guide the execution and appropriateness of the center's budget, as long as it does not infringe on the autonomy of the corporation's operations."
Meanwhile, after appointing a CEO last December, the Namgu Urban Regeneration Village Cooperation Center began operations and was relocated to the Bangnim 2-dong Eoullim Center in Nam-gu, Gwangju on the 23rd of last month.
The center was also embroiled in controversy when rumors that an associate of the district mayor had been preselected for a position, which had been circulating for over a year before its establishment, turned out to be true.
