Haenam County Begins Issuing Mobile Resident Registration Cards

Same Legal Effect as the Physical Resident Registration Card

Haenam County in Jeonnam Province (Governor Myung Hyunkwan) will begin issuing mobile resident registration cards at local town and township offices starting from the 14th.


According to the county, the issuance of mobile resident registration cards has been in pilot operation since the end of last year, and will be expanded nationwide in three phases by next month.


The first phase regions, where issuance begins on the 14th, include Daegu, Daejeon, Ulsan, Gangwon, Jeonnam, Jeonbuk, Gyeongnam, Gyeongbuk, and Jeju. Mobile resident registration cards can be issued to citizens aged 17 or older who already possess a physical resident registration card and wish to obtain the mobile version.

The mobile resident registration card has the same legal effect as the physical resident registration card, allowing for convenient use both online and offline. It is also expected to make identity verification easier for residents who previously had difficulties, such as those unable to use fingerprint recognition.


There are two ways to issue a mobile resident registration card: via QR code or using an IC resident registration card. For issuance via QR code, applicants must visit the community service center with their physical plastic resident registration card and scan a QR code for mobile issuance, after which the card is issued immediately and free of charge.


The IC resident registration card is a physical card with an embedded IC chip, which can be selected when applying for a new or replacement resident registration card. A chip fee of 5,000 KRW is charged.


Applications for the mobile resident registration card can only be made at the town and township offices of the registered address from the 14th to the 27th of next month. Starting from the 28th, applications and issuance will be available at any administrative welfare center nationwide.


A county official stated, "The introduction of the mobile resident registration card will greatly improve administrative convenience for residents," and added, "We will continue to expand various services to minimize inconvenience for citizens through smart administration."
