Developing Media-Specific Strategies for Content Production and Promotion
What if you could reunite with comrades who lost their lives in the Korean War? What if you could vividly relive memories of a trip to Busan? Local governments have begun to employ such creative recollections.
From this year, artificial intelligence (AI) will be deployed at the forefront of policy promotion in Busan City (Mayor Park Hyung-jun). On the 13th, Busan announced that it will actively utilize generative AI in the field of policy promotion by 2025.
Busan has established its status as a global smart city by ranking 13th in the 2024 World Smart City Rankings. Keeping pace with the rapidly changing times, Busan has decided to introduce AI into content production this year to effectively deliver policies that benefit citizens' daily lives.
To revitalize promotion, Busan City has developed media-specific strategies targeting the most familiar platforms for citizens?YouTube, social networking services (SNS), and the Busan City Bulletin?and has launched AI-generated content campaigns.
The city’s official YouTube channel, ‘BusanTube,’ is producing and releasing a short-form series using generative AI, focusing on policies and systems changing in 2025.
So far, three episodes have been released sequentially: ▲Gwangandaegyo Smart Tolling ▲Vitamin PLUS Fund for Small Business Owners ▲Busan-style Postpartum Care Expenses. Alongside these, related events are being held to encourage citizen participation.
Busan City plans to produce a total of eight episodes in the series, and city officials are directly participating in recording for the AI content production, which has received positive responses.
The city’s official SNS channels have been proactively operating AI-based content planning since last year.
During last year’s Chuseok holiday, a photo contest titled ‘Memories of Busan Reunited’ was held, collecting photos containing memories of Busan. These were transformed into AI content, gifting citizens stories and nostalgia. In November, during the ‘Turn Toward Busan’ event, in collaboration with the UN Memorial Cemetery in Korea, AI was used to recreate reunions of comrades who fought in the Korean War, delivering an emotional experience. This content achieved 1.32 million views on the city’s official overseas Instagram.
This year, the first AI content promoted the ‘Minsheng Recharge’ policy, which offers direct benefits to citizens during the Lunar New Year holiday. Citizen-responsive content featuring a friendly AI image was released to raise interest in the policy.
For the Busan City Bulletin ‘Busan is Great,’ AI was used to create images of Busan as a global hub city to clearly convey the message.
The bulletin used keywords such as ▲economic recovery ▲innovative growth ▲citizen happiness to produce AI images representing the economic policy goal of ‘rapid economic recovery and innovative growth to enhance citizens’ quality of life.’
Park Kwang-myung, the city spokesperson, said, “In this era of diversified promotion, policy communication must occur as close to citizens as possible, and since AI is a global trend, we plan to pursue diverse and smart promotion using artificial intelligence.”
Spokesperson Park added, “Please look forward to how various news and policies of Busan will be unveiled through innovative AI content in the future.”
