A large tour bus carrying foreign tourists stopped in the middle of a crosswalk at an intersection, letting the tourists disembark. Vehicles waiting to turn right could not proceed, and tourists mixed with citizens waiting to cross the street. The tourists were confused, and the citizens were frustrated.
