Discussion on Goals and Strategies for Securing Higher Education Finance
The Ministry of Education announced on February 13 that it will hold the "1st Higher Education Finance Innovation Forum" in collaboration with the Education Finance Research Institute at Kangwon National University.
This forum has been organized to implement the medium- to long-term financial support strategies outlined in the "Basic Plan for Financial Support for Higher Education (2025-2029)," which the Ministry established in December of last year. The Basic Plan for Financial Support for Higher Education sets goals such as achieving the OECD average level of public education spending per student and presents three main strategies: expanding financial support, strategic allocation and utilization, and innovation in performance management.
At the first forum, Kangwon National University professor Nam Sukyung will deliver a presentation on "Goals and Strategies for Expanding Higher Education Finance to Achieve Top 10 National Competitiveness." The presentation will examine the current status of higher education finance and propose the total amount of higher education spending that needs to be secured in the medium to long term in order to strengthen both national and university competitiveness.
Given that private universities account for a large proportion of institutions in Korea, the forum will also explore ways to increase public education spending per student (including government, private, and overseas funding). The discussion will emphasize the need not only to expand government financial support-such as by extending the "Special Account for Higher and Lifelong Education Support"-but also to diversify university revenue streams to secure more private funding.
Subsequently, experts in education finance and higher education policy will participate in a discussion on the goals and strategies for securing higher education finance presented during the forum.
