Seosan City in South Chungcheong Province is focusing its administrative efforts on establishing a foundation for attracting businesses to ensure the continued growth of the local economy amid the downturn in the petrochemical industry and the global economic recession.

The city announced that it will promote the creation of regionally specialized industrial complexes, support for business settlement, and improvement of residential conditions such as cultural life for workers to attract corporate investment.

The city has begun compensation procedures for the development of the Daesan Green Complex, Daesan Chungui, and Daesan 3 (Expansion) general industrial complexes, aiming to establish specialized industrial complexes without delay.

In particular, with the designation of the Daesan Green Complex General Industrial Complex as an Opportunity Development Zone last year, the city plans to expedite the process with the goal of starting construction on all three industrial complexes by 2027.

Additionally, construction of the Hyundai Daejuk 2 General Industrial Complex is scheduled to begin this year, and the Seongyeon General Industrial Complex aims to receive development and implementation plan approval within the year.

To support business settlement, the city will continue operating the Business Difficulties Resolution Task Force, which received a positive response last year, and will provide local investment promotion subsidies to encourage business relocation and new or expanded investments.

Various policies to vitalize business operations will also be promoted to strengthen the competitiveness of small and medium-sized enterprises (SMEs) for stable settlement in the region, including ESG management consulting, support for building smart factories, and the production of promotional booklets for SME products.

To improve residential conditions for workers, the city will promote the construction of a Youth Culture Center within the Suseok Agro-Industrial Complex and a Workers' Culture Center within the Indus Valley Industrial Complex.

Last year, the city secured 4 billion KRW in national funding for the construction of the Youth Culture Center by being selected for the 5th Industrial Complex Environment Creation Project by the Ministry of Trade, Industry and Energy, and plans to carry out detailed design this year with the goal of completion by 2028.

The Youth Culture Center will be built on a spare site at the Suseok Agro-Industrial Complex management office, with one basement floor and four above-ground floors, and will include cultural and sports facilities as well as dormitories.

The Workers' Culture Center will also be constructed in Indus Valley, with one basement floor and three above-ground floors, and will be equipped with classrooms, conference rooms, and dormitories by 2028.

Furthermore, the city plans to upgrade the Daejuk public wastewater treatment facility and establish a new public wastewater treatment facility in the Daesan Green Complex General Industrial Complex area to provide a safe and pleasant environment for attracting businesses and residents.

Lee Wan-seop, Mayor of Seosan, stated, "Along with active investment attraction, we will create a sustainable industrial ecosystem where businesses and the local community can coexist," adding, "We will do our utmost to attract high-quality companies and expand the industrial base to accelerate the development of a prosperous economic city."
