Kim Dong-yeon, Governor of Gyeonggi Province, proposed to the political sphere that the next president's term be shortened by two years to three years, so that the 2028 general election and presidential election can be held together. He also emphasized that constitutional reform to open the 7th Republic is an urgent task that can no longer be postponed.
On the 12th, Governor Kim wrote on his social media (SNS), "Since the 1987 system, South Korea has achieved democracy and an economic leap forward, but with the current politics, we cannot move toward the future," diagnosing that "especially the internal conflict showed that the power structure relying on a single president has exceeded a critical point."
He continued, "This time, we must overcome the 1987 system and complete the 'Revolution of Light,'" adding, "If restructured into a 'decentralized 4-year renewable term system' with high national consensus, it is important to synchronize the election cycles of the president and members of the National Assembly. Therefore, it is desirable to shorten the next president's term to three years and hold the 2028 general and presidential elections together."
Governor Kim believes that this will align the terms of the president and National Assembly members, providing an opportunity for stable and responsible national governance.
He further stated, "Presidential candidates must make a decisive decision to shorten the term to three years to fulfill the historic mission of opening the 7th Republic's 'New Constitutional Order,'" and emphasized, "'The 7th Republic' must be a constitutional reform befitting the new constitutional order."
Regarding the new constitutional order, he said, "We must prevent illegal martial law by what is called the 'martial law nail constitutional amendment' so that illegal martial law can never be dreamed of again," emphasizing, "The martial law requirements in Article 77 of the Constitution should be strengthened and explicitly require the National Assembly's consent within 48 hours. Especially, the preamble of the Constitution should include the spirit of the May 18 Democratic Movement, which taught the lesson of ending internal conflict."
He went on to say, "Through an 'economic constitutional amendment,' we must transform an unequal economy into an 'opportunity economy,'" proposing ▲ the introduction of the concept of public land ownership ▲ relocating the capital to Sejong City for balanced national development ▲ and codifying labor, education, health, environment, welfare, and housing rights to guarantee economic and social rights.
Furthermore, he advised, "Through a 'constitutional amendment for power structure reform,' we must complete 'political change,'" suggesting, "The imperial presidency should be restructured into a 'decentralized 4-year renewable term system,' and by introducing a runoff voting system, a president who receives majority support from the people can emerge, enabling stable national governance."
At the same time, Governor Kim added, "We must complete 'political change' through electoral system reform to resolve the vested interests of the two major parties and strengthen proportional representation," and "It should also include clear prosecution reform and granting the Board of Audit and Inspection a more independent status to restore the proper roles of power institutions."
