Same Validity as Physical Resident Registration Card at Banks and Hospitals
Available Nationwide from March 28
Daejeon City announced that starting from the 14th, the issuance of 'mobile resident registration cards' will be expanded to cover the entire Daejeon area. This follows a pilot program that began on December 27 last year for residents of the Seo-gu district, and after a phased introduction, it is now being expanded citywide.
The city explained that from March 28, citizens will be able to apply for and receive a mobile resident registration card anywhere in the country, regardless of their registered address.
The eligible recipients are citizens aged 17 and older who already have a resident registration card, and they can additionally receive a mobile resident registration card on their own mobile phones.
There are two application methods: the 'QR issuance' method and the method of issuing an 'Integrated Circuit (IC) resident registration card' and registering it on a mobile phone.
The QR method requires visiting a local administrative welfare center to scan a one-time QR code. This method is free of charge and allows for immediate issuance of the mobile resident registration card. However, if the mobile phone is changed, a revisit is necessary.
The IC resident registration card method involves receiving a physical resident registration card with an embedded IC chip and registering it by tapping it on the mobile phone. This method costs 10,000 KRW.
The mobile resident registration card can be used in administrative agencies, financial institutions, hospitals, and other places in the same way as the physical resident registration card.
If a report is made for the loss of the physical resident registration card, the validity of the mobile resident registration card is automatically suspended as well. If only the mobile phone or the mobile resident registration card is reported lost to the telecommunications company, only the validity of the mobile resident registration card is suspended.
Jeon Jaehyun, Director of the Administrative Autonomy Bureau of Daejeon City, said, "By expanding the mobile resident registration card, which was verified through the pilot program in Seo-gu, to the entire city, the convenience for citizens will be greatly improved."
