Ministry of SMEs and Startups Calls for Startups to Join Public-Private 'Open Innovation' Collaboration

Recruitment of Companies for Problem-Solving and Autonomous Proposal Programs
Up to 120 Million KRW in Commercialization Funding Available

On the 11th, the Ministry of SMEs and Startups announced that it is recruiting startups to participate in the 2025 'Public-Private Partnership Open Innovation (OI) Support Project' program.


The Public-Private Partnership Open Innovation Support Project is a program by the Ministry of SMEs and Startups that induces open partnerships for win-win cooperation between large, medium-sized, and public institutions and startups, and establishes and supports collaboration systems. It consists of ▲Problem-Solving Type (Top-Down) ▲Autonomous Proposal Type (Bottom-Up) ▲Demand-Based Type (On-Demand) programs.

Selected startups will be supported with commercialization funds (up to 120 million KRW) that can be used for idea concretization and collaboration processes to solve tasks, and follow-up support such as startup growth technology development funds (up to 120 million KRW) will be provided.


The Problem-Solving Type program involves demand companies such as large corporations submitting collaboration tasks, and startups solving the problems of these demand companies. Previously, tasks were discovered in four major areas?carbon neutrality implementation, future innovation leadership, new digital transformation, and growth engine advancement?using the SME technology roadmap, and 30 collaboration tasks from a total of 26 demand companies wishing to collaborate with startups were selected. After document screening, presentations, and advanced consultations (mentoring), about 30 startups will be selected.


The Autonomous Proposal Type program supports collaboration between startups and large, medium-sized, and public enterprises by linking with startup nurturing programs operated in the private sector. Large corporations and others publicly recruit startups to perform tasks by project, and recommend selected collaborative startups through their own evaluation for linked support. Starting this year, an Economic Free Zone-linked track was newly established to promote balanced development such as regional economic revitalization, and 20 collaboration tasks from a total of 20 demand companies were selected.
