Development Plan to Be Submitted to Incheon City Within This Year

Bupyeong-gu, Incheon, has begun planning development for the aboveground land following the recent passage of the preliminary feasibility study for the Gyeongin Expressway underground project.


The district announced on the 11th that it has added development plans related to the Gyeongin Expressway underground project as a task to the 'Gulpocheon (small stream) Surrounding District Unit Plan Establishment Service,' which has been underway since last year.


First, the district expects to secure up to 43,000㎡ of available land around the Bupyeong Interchange (IC) area and plans to explore ways to revitalize the local economy.


Additionally, the Samsan Agricultural Wholesale Market site adjacent to the Gyeongin Expressway Incheon Tollgate (TG) will enter a new phase. Although the site area reaches 100,000㎡, only a portion is utilized due to a building coverage ratio of 22% and a floor area ratio of 34%, caused by the Gyeongin Expressway and other factors.

The district anticipates that the Gyeongin Expressway underground project will serve as an opportunity to create a new hub in the saturated Bupyeong-gu downtown area.


Cha Joon-taek, Mayor of Bupyeong-gu, stated, "If aboveground development proceeds in line with the underground project, it is expected to resolve the disconnection between Incheon Bupyeong, Gyeyang, and Gyeonggi Bucheon areas, injecting new vitality." He added, "We will take this as an opportunity for Bupyeong-gu to make a leap forward and plan to prepare a development plan for the areas surrounding the Gyeongin Expressway within this year to submit to Incheon City."


The Gyeongin Expressway underground project involves constructing a new four-lane underground expressway along a 15.3 km section from Cheongna-dong, Seo-gu, Incheon, to Sinwol-dong, Yangcheon-gu, Seoul, and recently passed the preliminary feasibility study last month.


This project, with a total budget of 1.378 trillion KRW, centers on building a new expressway underground beneath the existing Gyeongin Expressway and converting the current aboveground expressway into a general road. The 3 to 6-meter-high retaining walls and soundproof walls installed on both sides of the Gyeongin Expressway have long been considered factors that divide the Incheon downtown area and hinder regional development.
