Seoul District Public Relations Chiefs: 17 Women, 8 Men... Intensifying 'Nyocho' Phenomenon

Among 24 Districts Except Dongdaemun, Where the Media Team Leader Position Is Vacant, There Are 13 Men and 11 Women, Showing a Slight Male Majority

Seoul District Public Relations Chiefs: 17 Women, 8 Men... Intensifying 'Nyocho' Phenomenon

The gender ratio of public relations chiefs in the 25 autonomous districts of Seoul is 17 women to 11 men, with women making up about two-thirds of the total.


Except for Dongdaemun-gu, where the media team leader position is vacant, the other 24 districts have 13 men and 11 women as media team leaders, with men slightly outnumbering women.


This trend, where most public relations chiefs and media team leaders?who serve as spokespersons for the districts?are women, reflects the changing times.


Notably, the number of female public relations chiefs increased significantly in the 2025 personnel appointments.


The female public relations chiefs are Seoh Hee-sook of Jongno, Yoo Jin-young of Jung, Song Kyung-sun of Yongsan, Lee Shin-jung of Seongdong, Kim Eun-kyung of Dongdaemun, Moon Mi-hwa of Jungnang, Choi Hye-sook of Seongbuk, Lim Soo-jung of Eunpyeong, Kim Sun-hee of Seodaemun, Kim Hyang-sook of Yangcheon, Shin Joo-young of Guro, Moon Hyun-joo of Geumcheon, Kim Kyung-ok of Dongjak, Un Young-sim of Gwanak, Choi Ye-ryun of Seocho, Oh Eun-hyang of Gangnam, and Han Hee-jung of Gangdong.


Among them, Kim Eun-kyung, Public Relations Officer of Dongdaemun-gu, who came from the Seoul City 7th-grade open competitive exam and the 8th elected Seoul City administration, is serving as a public relations chief for the second time. Kang Byung-min, Public Relations Chief of Yeongdeungpo-gu, is also from Seoul City.


Additionally, Lee Shin-jung of Seongdong-gu, Kim Kyung-ok of Dongjak-gu, and Oh Eun-hyang of Gangnam-gu served as public relations team leaders, while Lee Ik-sung of Gwangjin-gu, Shin Nam-jae of Mapo-gu, and Oh Yong-hwan of Songpa-gu served as media team leaders.


The female media team leaders are Song Hye-jung of Jung, Lee Eun-ji of Seongdong, Kim Hyun-ja of Gwangjin, Jeon Sang-jin of Jungnang, Park Hee-jung of Gangbuk, Bae Mi-hwa of Dobong, Jung Yoon-kyung of Nowon, Jung Yeon-hee of Eunpyeong, Na Jin-ah of Seodaemun, Baek Sung-mi of Mapo, and Ahn Mina of Guro-gu.


Among them, Jung Yoon-kyung of Nowon has been in charge of media work for 3 years, and contract employee Na Jin-ah has been handling media duties for over 10 years.


The male media team leaders are Jeong Ji-hoon of Jongno, Lee Do-young of Yongsan, Ha Kang-sik of Seongbuk, Jang Hwan-gyun of Yangcheon, Kim Jin-hee of Gangseo, Kim Won-kyu of Geumcheon, Kim Hyung-woon of Yeongdeungpo, Kim Cheol-gu of Dongjak, Kim Yong-gap of Gwanak, Lee Min-seop of Seocho, Lee Sang-yoon of Gangnam, Kim Woo-jin of Songpa, and Kim Sang-woo of Gangdong.


A few years ago, an administrative director of a district office said, “The chiefs working at the district office are women,” which now feels very true.


With most public officials in the districts being women, it appears that women also hold the key positions in the important public relations departments.
