Guri City Holds 2025 Low Birthrate Countermeasure Promotion Report Meeting
Accelerating 75 Projects to Address Low Birthrate Phenomenon

The city of Guri, Gyeonggi Province (Mayor Baek Kyung-hyun) announced on the 6th that it held the ‘2025 Low Birthrate Countermeasure Promotion Report Meeting’ on the 4th at the Situation Room on the 3rd floor of City Hall to create ‘Guri City, the Best City to Raise Our Children!’

Presided over by Mayor Baek Kyung-hyun, the report meeting was attended by 25 department heads and division chiefs from the project implementation departments, who reviewed the 2024 project performance and focused on reporting newly discovered projects for 2025. They also exchanged in-depth opinions on measures to produce effective outcomes in the future.


This year’s vision for the city’s low birthrate countermeasures is to create ‘Guri City, the Best City to Raise Our Children!’ with three strategic goals: △ Creating a society where people work and care together (6 sectors) △ A society where everyone’s capabilities are evenly demonstrated (4 sectors) △ Establishing a response system for demographic changes (3 sectors). The city plans to implement 75 detailed projects across 13 promotion sectors and additionally discover and expand new projects.


Key projects discussed at this low birthrate countermeasure report meeting include △ Interest support for monthly rent loans for newlywed couples without housing △ Newborn birth support funds △ Free postpartum care center vouchers for vulnerable mothers (such as single mothers) △ Support for infertility treatment costs for couples △ Birth congratulatory gift ‘Our Child Hope Account’ △ Operation of the Together Care Center △ Operation of the Childcare Support Center’s Shared Childcare Space △ Support for entrance preparation funds for elementary, middle, and high school freshmen, among others.


Mayor Baek Kyung-hyun emphasized, “The low birthrate phenomenon is a serious issue that can even lead to the risk of regional extinction. The detailed projects promoted by our city must maintain consistency in policy direction and budget to ensure continuous linkage.” He added, “We must analyze the causes of low birthrate meticulously and establish legal and institutional measures so that the targeted beneficiaries can receive practical benefits.”


He also urged, “All public officials must devote their full efforts to integrally building customized support projects for youth, housing, marriage, pregnancy, and childcare to accelerate the creation of ‘Guri City, the Best City to Raise Our Children!’”


Guri City plans to regularize and operate report meetings to ensure the smooth implementation of low birthrate response support policies, produce and distribute promotional materials for support policies, and establish and implement practical promotional measures. The city is committed to actively discovering citizen-centered low birthrate response policies related to work-family balance, childcare, and housing to overcome the low birthrate issue.
