Long-term Lease Housing with Expired Mandatory Rental Period to Be Supplied to Newlywed Couples Starting in 2027
Birth Incentives Strengthened, Earlier Move to Larger Units
Right of First Refusal Granted After 10 Years for Households with Three or More Children
The Seoul Metropolitan Government will supply existing long-term lease housing, whose mandatory rental period has ended, as Long-term Lease Housing 2 'Mirinae Jip' for newlywed couples. After moving in, birth incentives will be strengthened to encourage newlyweds to move to larger units earlier, and the right of first refusal will also be provided sooner.
On the 6th, Seoul announced that it will supply the returned units of long-term lease housing, introduced in 2007, as Mirinae Jip. An average of more than 400 households will be supplied annually over five years starting in 2027.
Long-term lease housing (Shift) is a public rental housing introduced in 2007 that allows residents to pay rent within 80% of the surrounding market price and live stably for 20 years. Long-term Lease Housing 2 (SHift2) Mirinae Jip is rental housing for newlywed couples introduced by Seoul last year as a measure against low birth rates, with a total of 1,022 units supplied last year. Mirinae Jip allows a minimum of 10 years and up to 20 years of residence in case of childbirth, and unlike existing long-term lease housing, it grants the right of first refusal as a birth incentive.
The city explained that considering the seriousness of low birth rates and the population decline crisis, it decided to utilize the returned units after the statutory rental period of long-term lease housing as birth incentives for Mirinae Jip after in-depth discussions on utilization plans. Accordingly, current residents of long-term lease housing will not receive support such as additional contract extensions or conversion to ownership.
The city will provide stronger incentives to newlywed couples who have more children after moving into Mirinae Jip by utilizing the units returned from existing long-term lease housing. If two or more children are born after moving in, the timing to move to larger units will be advanced, and the conditions for granting the right of first refusal will be relaxed.

For households with three or more children who have given birth to two or more children after moving in, the timing to move to larger units will be significantly advanced starting from the third year. Newlywed couples living in Mirinae Jip who have two children and thus three or more children will be able to move to larger units in the third year when vacant units become available among the returned long-term lease housing units whose lease has expired. Previously, support to move to larger units was provided in the 10th year of residence for those who had two or more children after moving in.
The conditions for granting the right of first refusal at a price lower than the market price after 20 years of residence will also be relaxed. Households that have three or more children after moving in will be given the opportunity to purchase the housing earlier, after 10 years of residence. If a household moves into Mirinae Jip and has three or more children, they will be able to purchase the returned long-term lease housing units (units whose lease has expired) after 10 years of residence. Newlywed couples who move into returned long-term lease housing units and have three or more children will be granted the right of first refusal for the respective housing after 10 years of residence.
Starting this year, the supply of Mirinae Jip will be expanded using various types of housing. Since it is judged that supplying only newly built apartments cannot meet the high demand from newlywed couples, plans are in place to utilize non-apartment purchased rental housing, among others. Including newly built apartments, 3,500 units will be supplied this year, and from next year, the goal is to expand supply to 4,000 units annually.
Newlywed couples living in purchased rental housing who have children will be given priority opportunities to move into Mirinae Jip. The city expects this to provide homeownership opportunities to couples who find it difficult to prepare deposits for newly built apartments and to help revitalize the non-apartment market, which has been depressed due to rental fraud.
Additionally, starting this year, 'Hanok Mirinae Jip' utilizing hanok (traditional Korean houses) owned by the city will also be supplied. Beginning with three locations this year, including the Gahoe-dong hanok whose agreement is ending, among existing public hanoks used for preservation and promotion, the city plans to add 2 to 3 more locations annually to enable long-term residence. A rental housing model for newlywed couples will be developed within newly created hanok village complexes, with supply starting from 17 locations in 2027 and approximately 10 additional locations added annually thereafter.
The city is also preparing the supply base for Mirinae Jip using new housing sites such as the Godeok Gangil district. A 'newlywed couple exclusive complex' for Mirinae Jip will be established in the Godeok Gangil public housing district, supplying 336 units. Customized community facilities such as daycare centers, co-parenting spaces, and care centers will also be created. Construction is expected to start within the year after ordering the project, with supply anticipated in 2029.
In the Seoripul new housing site, 11,000 of the 20,000 units will be supplied as Mirinae Jip. An agreement will be signed within the year for the Korea Land and Housing Corporation (LH) and SH Corporation to implement the project, and designation as a public housing district will be pursued in 2026. The city expects to recruit residents in 2029 and for move-in to be possible in 2031 for the Seoripul site.
Choi Jin-seok, Director of the Housing Office of Seoul City, said, "Through last year's meetings with newlywed couples, we confirmed that 'Mirinae Jip' has alleviated housing cost burdens and given great courage in planning marriage and children," adding, "We will continue to dramatically expand Mirinae Jip and focus housing supply capabilities so that newlywed couples can confidently have children and raise them."
