The official letter reportedly included content advising to refrain from inputting personal information into generative AI and not to blindly trust the outputs generated by such AI. A ministry official explained, "The letter contained a request to be cautious when using generative AI such as ChatGPT and DeepSeek in the workplace," adding, "It does not prohibit the use of generative AI."

The National Intelligence Service is also reported to have sent similar official letters to various agencies.

DeepSeek has been criticized for excessively collecting user information during the AI learning process. Some countries, including Australia and Japan, have implemented regulations on the use of DeepSeek. Domestic private companies such as Kakao, LG Uplus, Korea Hydro & Nuclear Power, and some public institutions have also issued bans on the use of DeepSeek in the workplace.
