Experience Traditional Seasonal Customs in Downtown Seoul: Abundant Resident-Participation Folk Games

Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will hold the ‘Jeongwol Daeboreum Folk Games Event’ throughout the district from February 8 to 16 in celebration of Jeongwol Daeboreum.
First started in 1999 as the first event of its kind in Seoul, this event is now in its 24th year and has become a representative traditional cultural festival enjoyed annually by many residents with their families and neighbors. This year’s event offers various folk game experiences reflecting the unique characteristics of 18 neighborhoods, allowing local residents to experience traditional culture close to home.
The largest representative event will be held on February 9 at the riverside park under Omokgyo Bridge (488 Yangpyeong-dong, Yeongdeungpo-gu). Starting with a folk music neighborhood tour performance, the event features a variety of participatory folk games including ▲resident team Yutnori competition ▲folk game experiences such as jegichagi (shuttlecock kicking), tuho (arrow throwing), and kite flying ▲and hanging wish papers with New Year’s hopes. Additionally, lively celebratory performances will enhance the festive atmosphere.
Especially, the ‘Daljip Burning’ ceremony, held from 6:30 PM, will be the grand finale of the event. A traditional ritual is reenacted by lighting a huge Daljip (moon house) standing 7 meters tall to burn away bad luck and pray for health and abundance in the coming year. This spectacular sight, rarely seen in downtown Seoul, will be followed by a fireworks display that lights up the night sky, symbolizing the hopes and happiness of the residents.
The district has conducted prior safety inspections for residents’ safety before the event, and on the day, autonomous patrol teams and safety personnel will regularly patrol the site. A close cooperation system with related agencies such as the fire station and police station is also established for emergency response.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, said, “I hope this event becomes a place of harmony where families and neighbors enjoy Jeongwol Daeboreum together and pray for health and abundance.” He added, “I look forward to this meaningful time where people can directly experience traditional seasonal customs that are hard to see in the city and come together.”
Jungnang-gu Selected for Highest Grade ‘Grade A’ in Comprehensive Civil Service Evaluation
Achieved Highest Grade Among 307 Public Institutions
Received Ministry of the Interior and Safety Award for Two Consecutive Years in Civil Service Evaluation
Jungnang-gu (District Mayor Ryu Gyeong-gi) received the highest grade ‘Grade A’ in the ‘2024 Comprehensive Civil Service Evaluation’ and was awarded by the Ministry of the Interior and Safety.
The ‘Comprehensive Civil Service Evaluation’ is part of the government’s performance evaluation to improve the level of civil services by administrative agencies. It is jointly conducted every year by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission. The evaluation assesses the civil service status of 307 public institutions nationwide and classifies them into five grades (A to E). This year’s evaluation was based on three areas, five categories, and 20 detailed indicators: ▲civil administration management foundation ▲civil administration activities ▲civil service performance.
Following last year’s ‘Grade B’ rating, the district achieved the highest ‘Grade A’ this year, reflecting the fruits of efforts to improve civil service quality.
Notably, in February last year, Jungnang-gu pioneered the ‘Mobile Pre-Review System for Land Transaction Permit’ nationwide, leading the implementation of e-government. This system has been benchmarked by other local governments and received high evaluations in civil administration and system improvement. The district also actively expanded the use of shared administrative information to reduce the burden of document submission for civil petitioners, enhancing convenience in the civil service process.
Furthermore, the district received excellent evaluations in the civil service performance area, including handling and managing grievance petitions. It operates a dedicated grievance petition team and established the ‘Citizen Grievance Handling Committee’ to actively resolve residents’ inconveniences. It also strengthened communication-centered civil administration by resolving collective grievance petitions through public-private councils and on-site support teams.
Mayor Ryu Gyeong-gi said, “Civil service is an important administrative field that residents experience more frequently and closely in their daily lives, so receiving the highest ‘Grade A’ rating is especially meaningful.” He added, “We will continue to do our best to provide high-quality civil administrative services that satisfy residents.”
Dongdaemun-gu Calls for Resident Participation Budget Ideas
Ideas to Improve Residents’ Lives Accepted Until May 30
Dongdaemun-gu (District Mayor Lee Pil-hyung) is conducting the ‘2025 Resident Participation Budget Project Idea Contest’ for the 2026 budget planning until May 30.
The Resident Participation Budget System guarantees residents’ opportunities to participate in the budget formulation process and ensures soundness and transparency in financial management. This year’s project, with a total scale of 1 billion KRW, targets projects to improve daily inconveniences, education, safety, and other key district initiatives.
Any resident living or working in Dongdaemun-gu can apply online or by visiting or mailing to the district office or community centers. However, projects already underway or those benefiting specific individuals or groups are excluded.
To reduce residents’ frustration over waiting at least a month or more from application to announcement, the district plans to notify interim review results during the submission period. Residents can propose projects again based on the review results. Additionally, to expand residents’ policy participation opportunities and understand their preferences, a resident vote will be conducted and reflected in the final project selection.
Lee Pil-hyung, Mayor of Dongdaemun-gu, said, “Residents’ ideas change the future of Dongdaemun-gu.” He added, “We hope for active interest and participation so that even small inconveniences can be resolved and Dongdaemun-gu can become a better place to live.”
