Special Envoy Kellogg to Announce End-of-War Plan at Munich Security Conference

The Donald Trump administration in the United States is reportedly set to unveil a peace plan related to the Russia-Ukraine war next week.
On the 5th (local time), Bloomberg News cited sources saying that Keith Kellogg, President Trump's special envoy for Ukraine, will announce a peace plan for the Ukraine war at the Munich Security Conference (MSC) held in Germany from the 14th to the 16th.
This peace plan is expected to be revealed just before the three-year mark since Russia invaded Ukraine in February 2022. Bloomberg reported that the plan includes leaving the territories occupied by Russia as they are, while guaranteeing security to Ukraine to prevent Russia from invading again. Special Envoy Kellogg has previously referred to "peace through strength" in relation to the Ukraine war.
Kellogg plans to visit Kyiv, Ukraine, and major European Union (EU) countries later this month to discuss the peace talks for the Ukraine war.
Earlier, Kellogg demanded that Ukraine agree to peace and then hold parliamentary and presidential elections by the end of the year, to which President Zelensky responded positively. Although President Zelensky's term expired last year, he had maintained that elections could not be held during wartime. President Trump had stated that Russia would face severe sanctions if it did not participate in peace negotiations.
The news agency reported that as President Trump pressures for peace, the atmosphere for dialogue between Russia and Ukraine is warming. It also suggested that Trump's recent statement expressing a desire for rare earth elements in exchange for support to Ukraine could become part of a future agreement between the two sides ahead of the peace plan announcement.
