Resolution of a 10-Year Wish:
1,164 Households Can Now Exercise Property Rights Worth About 1.56 Trillion Won
Completion of Apartment Preservation Registration Through Active Mediation and Prompt Administrative Support
Mapo-gu (Mayor Park Gang-su) finally completed the registration of Gongdeok Jai Apartment, which had completed the transfer notice last year, on January 21.
By resolving the long-standing wish of the residents of Gongdeok Jai Apartment, which had been unregistered for about 10 years, Mapo-gu was able to bring good news to the residents from the new year of 2025, the Year of the Eulsa.
Until now, due to the lack of transfer notice and registration procedures, the 1,164 households of Gongdeok Jai Apartment faced restrictions on loans from financial institutions. As of the end of 2023, Mapo-gu estimated that exercising property rights worth up to 1.56 trillion won was difficult.
Therefore, Mapo-gu judged that the issue could not be simply attributed to legal problems between the association and residents, and from February 2023, held a win-win committee to resolve the problem and directly mediated meetings between the parties led by Mayor Park Gang-su of Mapo-gu.
Through Mapo-gu’s persistent mediation, in November 2023, an agreement was reached between two of the three landowners who had not agreed and the association.
Subsequently, following the decision of the Seoul Regional Land Expropriation Committee in October 2024 regarding compensation, which had been difficult to narrow down, the association completed the expropriation of all land within the project area. Accordingly, Mapo-gu promptly completed the transfer notice on December 19, 2024, to ensure swift registration.
Afterwards, in early January this year, Mapo-gu quickly created the building ledger for Gongdeok Jai Apartment so that the related redevelopment maintenance project association could file for preservation registration.
Thanks to Mapo-gu’s prompt administrative measures, Gongdeok Jai Apartment reached a historic moment by completing registration on January 21, 2025, less than two months after completing the transfer notice.
An association official said, “From the agreement to the expropriation decision and the transfer notice, all these processes were able to proceed quickly thanks to Mapo-gu’s active administrative support,” and added, “We sincerely thank them for completely wiping away the grievances of the Gongdeok Jai Apartment residents.”
Mayor Park Gang-su of Mapo-gu said, “It is very meaningful to finally resolve the 10-year wish of the Gongdeok Jai Apartment residents, and I hope this moment will be remembered as a historic moment bringing great joy to the residents,” and added, “Mapo-gu will continue to spare no administrative support for reconstruction and redevelopment projects where everyone can coexist.”
