Expansion of National Highways 23 and 18
Anticipated Improvement in Regional Transportation Network
Jangheung County in Jeollanam-do (Governor Kim Sung) announced on the 4th that two road projects have been selected as candidates for the preliminary feasibility study for the 6th National Highway and Local Highway Construction Plan promoted by the Ministry of Land, Infrastructure and Transport.
The total project cost amounts to 494.4 billion KRW, and it is expected to greatly improve convenience for local residents by expanding the regional transportation network. The Ministry of Land, Infrastructure and Transport is currently establishing the five-year National and Local Highway Construction Plan (2026?2030), which is updated every five years.

Projects are selected as candidates for the preliminary feasibility study through analysis and comprehensive evaluation of factors such as traffic volume and project costs, and then submitted to the Ministry of Economy and Finance for review.
The projects selected this time are: ▲ The four-lane expansion of the 24.8 km section of National Highway 23 between Daedeok Sinri and Jangheung Sunji (427.4 billion KRW), and ▲ The four-lane expansion of the 8.6 km section of National Highway 18 between Anyang Gisan and Sachon (67 billion KRW).
The section of National Highway 23 between Jangheung Sunji and Daedeok Sinri is a key road for residents of island areas and logistics transportation heading to Hoejin Port (Maryang Port). The planned expansion to four lanes is expected to promote balanced regional development.
The section of National Highway 18 between Anyang Gisan and Sachon is known as an area with frequent traffic accidents due to many sharp curves and poor visibility. The four-lane expansion is expected to improve access to the Deukryangman coastal area and expand tourism infrastructure for the Hangang Literature Road.
Governor Kim Sung stated, "Since March 2023, we have continuously appealed to the Ministry of Land, Infrastructure and Transport, the Korea Research Institute for Human Settlements, and Jeollanam-do to ensure that this project is included as a candidate for the preliminary feasibility study," and added, "We will do our best to pass the comprehensive preliminary feasibility evaluation by the Ministry of Economy and Finance and secure final approval for the project."
