'E-grade' Incheon Michuhol-gu Government Building... DCRi Built and Donated Free of Charge

The construction project of the new Incheon Michuhol-gu District Office, which had been struggling due to financial issues, will be promoted through a donation method.


On the 3rd, Michuhol-gu signed a business agreement with DCR Co., Ltd., the urban development project operator of Yonghyeon·Hakik 1 Block, for the free construction of the Michuhol-gu new district office. Accordingly, DCR plans to use part of the 200 billion KRW public contribution by 2029 to build the new district office and then donate it to the district the following year.


The new district office is expected to be built on the existing office site as a district office and district council building with 2 basement floors, 9 above-ground floors, and a total floor area of 23,081㎡. However, specific project costs, building size, and auxiliary facilities may change during the design process.

Initially, during the previous 7th local government term, the district planned to build the new office along with a high-rise residential-commercial complex through a private mixed development method, investing about 700 billion KRW, but the plan was revised in the 8th term to construct only the office building.


The district considered covering the project costs through its own funds, Incheon city subsidies, and local bonds, but securing finances was difficult. However, with DCR's public contribution enabling the free construction of the new office, this long-awaited project will be realized.


Michuhol-gu has been using the buildings of Gyeongin National University of Education and Gyeongin Attached Elementary School, built in 1958 and 1969 respectively, as the district office since 1991. In 2021, due to building aging, it received the lowest grade 'E' in a detailed safety inspection, raising ongoing safety concerns.


Lee Young-hoon, Mayor of Michuhol-gu, said, "Through the construction of the new district office, we will resolve the safety issues of the aging office and consolidate the dispersed administrative functions. We will devote all administrative efforts to complete the design promptly and start construction quickly."


Jung Chang-hyun, CEO of DCR, stated, "We will closely cooperate with the district to ensure the smooth progress of the long-awaited new district office construction. We will build a safe, smart, and high-quality office to contribute to regional development."
