Jeollanam-do's Two-Year Push to Raise Building Coverage Ratio Bears Fruit
Up to 370,000 Pyeong of Land for Construction Investment Expected
The efforts by Jeollanam-do over the past two years to improve regulations by raising the building coverage ratio for agro-industrial complexes (from 70% to 80%) are expected to bear fruit in the first half of this year. Jeollanam-do's agro-industrial complexes cover 70 sites and 12,178,000 square meters, which could secure up to 370,000 pyeong of land available for construction investment.
According to Jeollanam-do on the 3rd, the current building coverage ratio for agro-industrial complexes is set at 70%, which is lower than that of national and general industrial complexes (80%), making it difficult for companies to invest.
Therefore, Jeollanam-do and Hampyeong-gun selected the 'raising of the building coverage ratio for agro-industrial complexes' as a key regulatory improvement task and have been working with the Jeollanam-do Agro-Industrial Complex Council and others to improve it since 2023.
Jeollanam-do held two on-site meetings with the Ministry of the Interior and Safety to inform them of the difficulties faced by companies in agro-industrial complexes due to regulations, and discussed the need for regulatory improvements with the Ministry of Land, Infrastructure and Transport through agenda submissions to the Local Regulatory Innovation Committee and three rounds of deliberations.
As a result, the Ministry of Land, Infrastructure and Transport announced its plan to revise the Enforcement Decree of the National Land Planning and Utilization Act in the first half of this year.
Once the Enforcement Decree is revised, local companies that have faced difficulties due to the lack of land available for construction in agro-industrial complexes, despite the need to expand factories, will see their challenges resolved. Land utilization rates will also improve, creating better investment conditions in agro-industrial complexes.
A total of 7,672 companies in 484 agro-industrial complexes nationwide will benefit. In Jeollanam-do, 1,570 companies are located in 70 agro-industrial complexes, employing about 17,000 workers.
Seo Gyujeong, president of the Jeollanam-do Agro-Industrial Complex Council, said, "With this decision, conditions for factory expansion and the establishment of annex buildings will improve, greatly enhancing the operational environment for companies in agro-industrial complexes."
