The Mexican government announced specific countermeasures on the 3rd (local time) against the Trump administration's plan to impose a 25% tariff. Some speculate the possibility of retaliatory tariffs.
Claudia Sheinbaum, President of Mexico, stated in an online address to the nation on the 2nd, "Tomorrow morning (the 3rd) at the regular press conference, we will reveal our strategy regarding the U.S. tariff measures."
The day before, President Sheinbaum announced on social media platform X (formerly Twitter), "I have instructed the Minister of Economy to implement Plan B, including tariff and non-tariff measures to protect Mexico's interests."
President Sheinbaum had previously said that Plans A, B, and C are being prepared in response to the Trump administration's potential tariff imposition. Local media interpret this as a stepwise response strategy, with the primary goal (Plan A) being to avoid tariffs through direct negotiations with the U.S., while also considering retaliatory tariffs, filing disputes with the World Trade Organization (WTO), and other international dispute measures. Some local outlets speculate that the Mexican government may disclose the list of U.S. products subject to retaliatory tariffs.
In her speech, President Sheinbaum indirectly urged the withdrawal of the tariff executive order through negotiations, stating that the "Trump tariffs" would harm U.S. consumers by raising import prices.
She also strongly refuted President Trump's claim that the tariffs were imposed due to fentanyl drug inflows. She said, "We condemn President Trump's assertion that our government is allied with criminal organizations," adding, "The U.S. has taken no measures to eradicate illegal drug sales within its borders, and no one has heard of arrests of U.S. criminal groups." She further argued that fundamentally, the influx of U.S.-made firearms is a major underlying factor supporting the organized activities of Mexican drug cartels.
