Gwangju City Publishes 'Construction Project Quality Management Guide'

Gwangju City announced on the 29th that it has published and will distribute for free the "Construction Project Quality Management Guidebook," an operational manual aimed at improving the quality of construction projects and preventing safety accidents.


This operational manual is the result of discussions among experts from the Public-Private Joint Construction Project Quality Innovation Planning Group, which was formed by Gwangju City for the first time in the nation, as well as outstanding field engineers (supervisors, site managers, quality managers) and public officials who contributed to improving the quality of Gwangju's construction projects in 2024.


The guidebook systematically organizes relevant laws, on-site inspection procedures, Q&A, and more so that public officials from ordering and licensing agencies, as well as stakeholders such as clients, supervisors, and contractors involved in construction projects, can use it as a practical manual.


In particular, it provides a systematic summary of key quality management checkpoints for each stage of construction projects, penalty regulations according to relevant laws, and related forms. It also includes easy-to-understand photo guides for on-site inspections in the concrete sector, which is most closely linked to poor construction.


Main contents include: ▲General quality management and related laws ▲Methods for establishing quality management and testing plans ▲Major issues and on-site inspection guidelines ▲Criteria and examples for calculating quality management costs ▲Instructions for using the Construction Safety Information (CSI) system ▲Quality testing and inspection standards.


Additionally, to prevent safety accidents and major disasters caused by poor quality management and faulty construction, the manual separately organizes the "authority of supervisors and construction inspectors to halt work" as stipulated in the Construction Technology Promotion Act, Building Act, and Housing Act. It also includes common languages by country for use by foreign workers at construction sites.


Choi Myunggi, Chairperson of the Quality Innovation Planning Group, stated, "I hope this manual will not remain theoretical but be actively used at actual construction sites," and urged, "I ask all stakeholders to take responsibility and make efforts to achieve both quality management and accident prevention based on this manual."


Gwangju City has distributed the manual to technical officials at its main office and affiliated agencies, and directly visited licensing officials in the five autonomous districts responsible for small-scale construction projects to provide guidance on how to use the manual. Related organizations such as Gwangju Urban Corporation, Korea Land and Housing Corporation (LH), as well as academic and professional associations including the Gwangju Architectural Society of the Korean Institute of Architects and the Gwangju-Jeonnam Branch of the Korean Society of Civil Engineers, have also been informed on how to download and use the manual for free via QR code.


Shin Jaeuk, Director of Gwangju City General Construction Headquarters, said, "This manual will be of great help in preventing recurring quality issues and safety accidents at construction sites."
