Final Completion of Dongbu-daero Underpass Construction in Front of Osan City Hall After Over 9 Years

The construction of the underground passage section at Osan City Hall on Dongbu-daero in Osan-si, Gyeonggi-do, has been finally completed after about nine years since its groundbreaking.


Osan City announced on the 23rd that following the opening of the underground passage section at Osan City Hall on Dongbu-daero in November 2023, subsequent works such as the expansion and paving of the upper road and sidewalk maintenance have recently been completed.

The construction of the underground passage section at Osan City Hall has been promoted as part of the Dongbu-daero continuous project, a metropolitan traffic improvement plan for Hwaseong Dongtan 2 New Town. The Dongbu-daero continuous project involves expanding 3.74 km from Unam Intersection, the boundary of Dongtan New Town, to Galgot-dong, the boundary of Pyeongtaek City, into 6 to 8 lanes and connecting them continuously through an underground passage, linking the Yongin-Seoul Expressway and Pyeongtaek Godeok New Town.


Among these, the construction of the Osan City Hall underground passage section began in October 2015. However, despite the section being only about 1 km long, the project was delayed, causing continuous complaints from citizens due to traffic congestion and other inconveniences.


The construction gained momentum after the inauguration of Mayor Lee Gwon-jae in the 8th local government term. Mayor Lee actively negotiated with the Ministry of Land, Infrastructure and Transport and LH to expedite the completion of the project. Subsequently, LH fully opened the underground passage with four lanes in both directions in November 2023 through fast-track project management.


In particular, with the recent expansion of the upper road of the underground passage from one lane to two lanes in one direction and the completion of sidewalk construction, the traffic flow in the area is expected to improve significantly. Last year, at the city's request, the right-turn lane entering Dongbu-daero from the Osan Tollgate on the Gyeongbu Expressway was also expanded from one lane to two lanes.


The city plans to complete the creation of green spaces above the Osan City Hall underground passage in the first half of this year and to focus administrative efforts to ensure the full opening of the Daewon underground passage on Dongbu-daero by June 2028 without any setbacks.


Mayor Lee said, "We will closely cooperate with central government agencies to expand major transportation networks, including the road construction project crossing the Gyeongbu Line railway, which began in December last year."
