'Ui Sinseol Line Extension' HL D&I Hanla Consortium to Pursue Private Contract

Three New Stations to Be Built Connecting Solbat Park Station and Banghak Station
Basic Design to Begin in Mid-February, Qualified Party for Detailed Design to Be Selected by September

The extension construction connecting Solbat Park Station on the Ui-Sinseol Line and Banghak Station on Line 1 has failed twice in bidding, and the Seoul Metropolitan Government is pursuing a private contract with the HL D&I Hanla consortium.


On the 23rd, the Seoul Metropolitan Government announced that following the reannouncement of the bid for the Ui-Sinseol Line extension urban railway construction project, the HL D&I Hanla consortium was the sole bidder, and they plan to proceed with the project through a private contract.


The Ui-Sinseol Line extension project involves constructing three stations from Solbat Park Station to Banghak Station, with a total length of 3.93 km. The total project cost is 465 billion KRW, aiming for completion in 2031.

The city initially planned to issue separate contracts for civil engineering and system sectors, but due to construction companies expressing unwillingness to participate because of the construction period compliance and the burden of urban construction, the city switched to an integrated contract for civil engineering and system sectors and expanded the construction cost scale. Accordingly, the consortium led by HL D&I Hanla will participate in the project.


Within the consortium, HL D&I Hanla will serve as the lead contractor, with ‘Hanshin Construction’ and ‘Seohan’ participating. The design will be handled by ‘Donghae Comprehensive Engineering’ and ‘Dongil Engineering’ among others.


The city plans to start basic design with the HL D&I Hanla consortium from mid-next month and complete the selection of the qualified party for detailed design by September.


Ahn Dae-hee, head of the Seoul Metropolitan Government’s Urban Infrastructure Headquarters, stated, “The public transportation accessibility for residents in Banghak-dong and Ssangmun-dong, Dobong-gu, will improve,” adding, “Since this is a long-awaited project for local residents, we will devote all efforts to schedule management to ensure the project is not delayed.”
