Gwangju Seo-gu Council member Ahn Hyeong-ju recently held a meeting at the office of National Assembly member Yang Bu-nam to discuss major local issues in the Seo-gu (Eul) area, he announced on the 20th.
During the meeting, discussions were held on issues such as the relocation of the civilian and military airports, the construction of Urban Railway Line 2, the residents' ordinance proposal system called the ‘Resident Participation Point System,’ and the call for partial amendments to the Autonomous Crime Prevention Corps Act.

Council member Ahn urged improvements to the poor conditions of the Autonomous Crime Prevention Union, a volunteer organization where local residents autonomously gather to report and prevent crimes, as well as partial amendments to the Autonomous Crime Prevention Corps Act. Currently, the Seo-gu Autonomous Crime Prevention Union lacks an office functioning as a field situation room, causing difficulties during special situations and emergency disasters.
Ahn stated, “We are looking for ways to utilize vacant spaces in police substations and branch offices within Seo-gu as offices for the Autonomous Crime Prevention Union, but active cooperation from the National Police Agency is essential,” and requested active cooperation from Assembly member Yang.
Additionally, the Seo-gu Autonomous Crime Prevention Union is the only one nationwide that launched a Youth Autonomous Crime Prevention Corps in 2014 through a district office public contest project, teaching youth volunteerism and conducting various educational activities. However, since the Autonomous Crime Prevention Corps Act was enforced in April 2023, activities of minors in the corps have been restricted based on Article 5 concerning disqualifications of autonomous crime prevention members.
Council member Ahn requested Assembly member Yang to establish a provision stating “minors are exempted if they have the consent of a guardian” so that the Seo-gu Youth Autonomous Crime Prevention Corps can exert a positive influence on the local community and expand opportunities for youth social participation.
Ahn said, “It is very meaningful to have an in-depth discussion with Assembly member Yang Bu-nam on major local issues at the start of the new year, and I appreciate his active cooperation,” adding, “I will continue to strive for the development of Seo-gu through ongoing communication.”
