Suwon-si, Snow Removal Manual Production

The city of Suwon in Gyeonggi Province has created the "Suwon City Snow Removal Manual," which details the snow removal response guidelines for when it snows.

On the 20th, Suwon City held a "Snow Removal Improvement Report Meeting to Share the Winter Snow Removal Improvement Manual" at the City Hall Disaster and Safety Situation Room, chaired by Mayor Lee Jae-jun. The manual contents were shared during the meeting. Attendees included Kim Hyun-soo, the 1st Deputy Mayor, Hyun Geun-taek, the 2nd Deputy Mayor, district heads, and department and bureau chiefs.

The manual consists of ▲ snow removal headquarters organization plan ▲ division of tasks among city, district, and neighborhood offices ▲ step-by-step guidelines ▲ city, district, and neighborhood checklists ▲ snow removal equipment, routes, and manpower deployment by neighborhood.

According to the manual, the preparation phase begins 8 hours before the snowfall forecast, and 4 hours prior, pre-inspections such as checking the emergency contact network for equipment and personnel are conducted. Initial responses like loading snow removal agents occur 2 hours before snowfall. Once snow begins, responses are systematically carried out according to the snowfall amount. For major roads with 8 or more lanes, graders are used, while excavators and dump trucks are utilized for major roads with fewer than 8 lanes. If the snowfall exceeds 10 cm, neighborhood personnel are mobilized to carry out snow removal in areas with high citizen density such as around subway stations and bus stops.

The city, district, and neighborhood checklists detail inspection items for 24 hours before snowfall, 8 hours before, 4 hours before, 2 hours before, during snowfall, and after snowfall.

Mayor Lee Jae-jun stated, "We have created a systematic manual to prepare for snowfall," and urged, "All departments should familiarize themselves with the manual contents and promptly carry out snow removal work according to the manual to prevent inconvenience to citizens when it snows." He also requested, "To ensure that all public officials and neighborhood organization members can effectively utilize the manual, create and distribute the manual content in pamphlet form."
