Pilot Operation of the 'Real Estate Official Price Verification Support Center'
Analyzing Official Land Prices to Identify and Improve Issues in Each District
Seoul City will begin verification and analysis work this year to improve the accuracy of the officially announced land prices. It will operate the 'Official Land Price Verification Support Center' and also conduct surveys by district and usage type targeting autonomous districts.
On the 15th, Seoul City announced that it will pilot operate the 'Real Estate Official Price Verification Support Center.' It plans to establish a permanent verification system at the metropolitan level and actively provide opinions on the investigation and determination of standard land official prices. In line with the Ministry of Land, Infrastructure and Transport's announcement of rational measures for the official land price calculation system, the city will pursue various measures to enhance the accuracy and balance of official land prices.
Since 2023, the city has participated in the research project for establishing verification centers for provinces and cities promoted by the Ministry of Land, Infrastructure and Transport, and plans to prepare the roles and improvement measures for metropolitan local governments. The city participated in the 2025 standard land market analysis meetings to provide opinions and requested a re-examination of 53 parcels during the preliminary review period of standard land official prices, with 34 parcels reflected accordingly.
Additionally, the city plans to conduct surveys on the actual conditions of official land prices by district and usage type to build systematic data related to appropriate land prices. Based on the analysis results, it intends to focus on analyzing issues specific to each autonomous district and derive improvement measures.
The survey will be conducted through commissioned research. By applying statistical models to appraisal data and other city information, the city plans to analyze land price fluctuation trends by 25 autonomous districts and appropriate market prices in development areas and major commercial districts.
In the future, Seoul City will analyze big data based on GIS (Geographic Information System) to resolve imbalances in official land prices between administrative districts and develop a Seoul-type customized analysis model for official land prices that visualizes the data.
For systematic management of standard land, the city will review the distribution of standard land selections between administrative districts and develop functions such as real estate market analysis and annual standard land history management to improve the accuracy of official land prices. It will also discover additional step-by-step future prediction analysis models by analyzing past land price fluctuation trends in various development project areas.
Jo Nam-jun, head of Seoul City's Urban Space Headquarters, said, "Since official land prices are widely used as the basis for various taxes and charges, thorough analysis is necessary," and added, "We will strengthen the city's role to enhance the balance and accuracy of official land prices so that citizens can trust them."
