Minister Kim Moon-soo: "The Labor Vulnerable Support Act Will Become a Reliable Stronghold"
Bill Proposed to Protect Platform and Special Employment Workers
Kim Moon-soo, Minister of Employment and Labor, stated on the 15th, "We will actively support legislative discussions in the National Assembly to ensure that the Labor Vulnerable Support Act becomes a stronghold that labor-vulnerable individuals can rely on."
On the same day, Minister Kim visited Pyeonghwa Market in Jung-gu, Seoul, and made these remarks. After meeting with cleaning and security workers at the market, delivering winter supplies, and listening to their difficulties, Minister Kim expressed his support by saying, "The Labor Vulnerable Support Act, which aims to establish a systematic institutional foundation to support and protect labor-vulnerable individuals, was recently proposed in the National Assembly."
Earlier, on the 31st of last month, Im Eui-ja, a member of the People Power Party, introduced the bill for the support and protection of labor-vulnerable individuals (Labor Vulnerable Support Act) as the main proposer. The bill was referred to the Environment and Labor Committee, the relevant standing committee of the National Assembly, on the 2nd. Labor-vulnerable individuals refer to special employment workers and platform workers who are not included in the concept of employees and thus are not protected under labor laws. The bill includes provisions for the preparation of a standard contract for labor-vulnerable individuals, the establishment of a dispute mediation committee, and the creation of mutual aid associations.
The Labor Vulnerable Support Act gained momentum after President Yoon Suk-yeol announced at the May livelihood forum, "We will enact the Labor Vulnerable Act." The Ministry of Employment and Labor underwent several months of party-government discussions to prepare the bill. Minister Kim, who took office in August last year, emphasized the necessity of preparing related legislation in his inaugural speech and reiterated his commitment in his recent New Year's address by stating, "We will promote the enactment of the Labor Vulnerable Support Act."
Minister Kim also announced on-site that, "to enable labor-vulnerable individuals to work in better workplaces, the government will prepare and implement various measures to support and protect them." The Ministry of Employment and Labor plans to focus not only on supporting the enactment of the Labor Vulnerable Support Act this year but also on establishing tangible support measures that labor-vulnerable individuals can feel through the newly created 16 billion KRW platform and freelancer support project.
