Mapo Residents Win 2023 Lawsuit to Cancel Site Selection Notice
Seoul City: "Appeal Petition to Be Submitted in Early February"
The court has ruled that Seoul City must cancel its decision to select a new waste incineration plant (Metropolitan Resource Recovery Facility) site in Mapo-gu. Seoul City has stated its intention to appeal.
The Administrative Court of Seoul, Administrative Division 11 (Presiding Judge Kim Jun-young), on the 10th, ruled in favor of the plaintiffs in a lawsuit filed by 1,850 Mapo-gu residents against the Mayor of Seoul, seeking the cancellation of the notice of the Metropolitan Resource Recovery Facility site selection decision.

Earlier, in August 2023, Seoul City announced that the Site Selection Committee had finally decided on two parcels of land, including 481-6 Sangam-dong next to the current Mapo Resource Recovery Facility site, as the new location for the Metropolitan Resource Recovery Facility (household waste incineration plant).
Residents of Mapo-gu opposed the decision, claiming that the city pushed strongly without residents' consent, and filed a lawsuit in November of the same year demanding the cancellation of the notice due to procedural violations under the law.
After the verdict was announced, Seoul City immediately declared its intention to appeal. The city plans to thoroughly analyze the judgment upon receiving the written decision around the 15th, finalize the appeal details, and submit the appeal petition in early February.
In addition, Seoul City plans to prepare further measures related to the construction of the Mapo Metropolitan Resource Recovery Facility in connection with the appeal.
