Busan Old Downtown Sanbok Road Height Restrictions Fully Lifted... "Promoting Urban Regeneration"

Busan City plans to significantly relax height restrictions on Sanbok-ro to promote the regeneration of the original downtown area.


On the 10th, Busan City announced that it will revise the 2030 Urban Management Plan and collect residents' opinions from the 15th until February 3rd.


This revision includes major changes such as significantly easing height district restrictions in the Sanbok-ro area of the original downtown, aiming to establish a flexible urban plan that reflects local conditions and residents' opinions.


Busan City is preparing landscape and architectural planning guidelines to ease height district restrictions. Through this, the city intends to achieve high-density development suited to local characteristics while preserving the urban landscape. The Sanbok-ro section of the original downtown (Mangyang-ro to Haedoji-ro) has been an area with strong resident opposition, and it is expected that easing height district restrictions through this revision will revitalize the area where development had been stalled.


However, the Modified Districts 1 and 2 linked to the Bukhang Redevelopment Project are excluded from this easing. This decision was made considering the feasibility of the Bukhang Redevelopment Project. Busan City plans to continuously promote revisions by proposing measures such as additional designation of use districts in undesignated areas around Dadae Food Town, in addition to height districts, through this revision plan.


Min Soon-gi, Director of the Urban Space Planning Bureau of Busan City, said, “We have prepared a sustainable urban management revision plan that responds to changes in urban conditions such as population decline and aging, prevents indiscriminate outward expansion of urban areas, blocks use district changes lacking execution power, and improves unreasonable urban planning regulations.”


This means that the city intends to induce balanced regional development by more carefully considering local conditions and characteristics at the regional level during the urban planning process.


The revised plan can be viewed at the One-Stop Business Support Center on the first floor of Busan City Hall and at the urban management planning departments of each district and county office. It can also be checked and opinions submitted on the Busan City website.
