Kim Yong-bin, Secretary General of the National Election Commission, stated that "hacking the Election Commission's servers is impossible." It was also pointed out that the so-called 'fraudulent election theory' believed by far-right supporters is actually a profit-seeking act by conservative YouTubers.


On the 9th, Kwon Chil-seung, a member of the Democratic Party of Korea, questioned Secretary General Kim about the overall election counting process during a National Assembly current issues inquiry. In response to the question, "Is our country's vote counting done by manual counting?" Kim replied, "Yes," and explained, "Elections are based on a physical ballot system. The basic data comes from the counting status sheets at the site, and the figures reported by the media are press releases that verify and consolidate the counting figures from the site through computer systems."


When asked if hacking was possible, Secretary General Kim answered, "It is impossible." After a brief hesitation, he added, "It would be misleading to say it is absolutely impossible, but the internal operations department and servers of the Election Commission are operated on a closed network, making external hacking impossible. To manipulate the computer system, internal staff must be involved." This means that hacking the Election Commission cannot be done simply by external access to the network.

When Representative Kwon asked, "Even if hacking occurred, would it affect the election results?" Kim responded, "Even if computer manipulation were possible, since the system operates on a physical ballot system, if the manipulated computer results do not match the physical ballots at the site, manipulation of the physical ballots would be necessary. Is that possible? Those who claim election fraud argue that the election maps are manipulated for this reason."


Representative Kwon summarized the reasons why election fraud is impossible in a Q&A format and pointed out that those spreading the fraudulent election theory are ultimately doing so for profit. He said, "Among conservative YouTubers, some earn more than 400 million won per month," and added, "President Yoon Suk-yeol has been gaslighted by people who use harsh language for money."


Meanwhile, Representative Kwon also raised concerns about the government holding party-government consultations with the People Power Party even after the emergency martial law situation. He said, "The government is holding party-government consultations with an unconstitutional party accused of being the ringleader of a rebellion, and with the party's number one member. Is this sane?"
