Total Support of 7.2 Million KRW Over 2 Years
Support Extension for Multiple Births and Large Families
The Seoul Metropolitan Government will provide up to 7.2 million KRW to housing-vulnerable households with newborns in the new year of 2025.
On the 8th, the city announced that it will launch the "Housing Cost Support Project for Housing-Vulnerable Households with Newborns," the first of its kind nationwide. This project supports housing-vulnerable households residing in Seoul by covering the monthly housing cost difference of 300,000 KRW between Seoul and the metropolitan area apartments for two years, enabling them to continue living in Seoul even after having a child. This is a core part of the Birth Support Seoul Project Season 2.
A city official explained, "While existing housing support policies have focused on 'housing provision' such as supplying rental housing, this measure emphasizes alleviating the burden of housing costs. It is characterized by being a policy that housing-vulnerable households expecting childbirth and childcare can immediately feel the effects of."
The support targets housing-vulnerable households who gave birth after January 1 of this year and whose income is at or below 180% of the median income. Eligible housing for support must be rental housing located in Seoul with a jeonse (lump-sum deposit lease) price of 300 million KRW or less or a monthly rent of 1.3 million KRW or less. For households with semi-jeonse, if the monthly rent equivalent of the jeonse amount plus the existing monthly rent is within the standard amount (1.3 million KRW), they can apply. Residents of SH or LH public rental housing are excluded. The household must remain housing-vulnerable during the two years of support, and support will be discontinued if the household purchases a home or moves to another city or province.
The housing cost support will be paid in four installments every six months. Each installment is 1.8 million KRW, starting from December this year and ending with the fourth installment in June 2027. The payment method is advance payment and reimbursement; households first pay the jeonse loan interest or monthly rent, then receive reimbursement through individual accounts.
Benefits increase for multiple births (twins) or additional childbirths. The city plans to extend the basic two-year support by up to two more years for families raising multiple children to provide more continuous support. For multiple births, support is extended by one year for twins and two years for triplets or more.
The city will accept applications from households that gave birth between January 1 and June 30 of this year through the "Mongttang Information Master Key" website from May to July. Applicants must prepare a lease contract including a confirmed date and apply through the website. After the application deadline, the city will verify eligibility and announce the final selection results in October. Selected households must prove payment of jeonse deposit loan interest or monthly rent transfer details, and housing cost support will be paid in December.
Kim Seon-soon, Director of the Seoul Metropolitan Government's Women and Family Office, said, "The immediate housing cost support following childbirth is expected to be a highly tangible support that allows childbirth households to worry less about housing costs and focus on raising their children." She added, "Seoul will continue to expand various customized supports for small business childbirth households, pregnant women, and families with multiple children through the Birth Support Seoul Project Season 2 in the new year."
