Assemblyman Kim contributed to increasing the income of farmers and fishermen by enacting the nation's first "Jeollanam-do Public Benefit Allowance Payment Ordinance for Farmers and Fishermen" at the metropolitan government level. He also took the lead in proposing the "Ordinance on the Promotion and Support of Social Farming in Jeollanam-do," which fostered social farms that provide services such as care, education, and employment linked to farming activities in rural areas, thereby enhancing the social value of rural communities. In particular, he was recognized for his contributions to improving various systems and addressing local agricultural issues for the sustainable development of agriculture and rural areas.
Assemblyman Kim has continuously urged the government to prepare countermeasures to resolve the difficulties faced by farmers, such as the sharp drop in rice prices and the plummeting prices of field vegetables. He has also engaged in various activities to promote the consumption of domestically produced kimchi. In addition, he has worked to expand the voluntary domestic kimchi labeling system nationwide and has strived to revitalize the consumption of domestic agricultural products by holding annual kimchi-sharing events with women farmers.
Kim Sungil stated, "I am grateful for the hard work of women farmers who protect rural communities in challenging agricultural environments," and added, "I will support women farmers to grow as key players in the development of agriculture and rural areas, and will continue to work for the enhancement of women's rights."
