Civil society organizations in Gwangju strongly protested on the 3rd after the attempt to execute an arrest warrant against President Yoon Suk-yeol failed. They stated, "The Joint Investigation Headquarters failed to arrest the ringleader of the rebellion who pointed guns at the sovereign people," and urged the immediate arrest of the Chief of the Presidential Security Service and others who blocked the attempt.

Gwangju Emergency Action, a coalition of 175 Gwangju civic groups, released a statement saying, "The state authority, which should resolve the constitutional crisis through strict law enforcement, was mocked by the Presidential Security Service, which acts as the private militia of the ringleader of the rebellion," adding, "It is extremely disappointing that the state authority, which is so resolute against ordinary citizens, was so powerless in front of the rebels and their militia."

They continued, "The Presidential Security Service has proven itself to no longer be a public institution," and claimed, "They are nothing more than the private militia of the rebellion ringleader Yoon Suk-yeol, and are simply 'rebels' who are ruthlessly trampling on the constitutional order of the Republic of Korea."

They emphasized, "The Joint Investigation Headquarters must immediately arrest the Chief of the Presidential Security Service and his subordinates who blocked the arrest of the rebellion ringleader, on charges of aiding rebellion and obstructing the execution of special official duties."
