Mapo-gu, Seoul (Mayor Park Gang-su) successfully completed the 8-day "Year-end and New Year Red Road Mass Gathering Event Safety Management" without a single accident.


The district anticipated a crowd of over 90,000 people during the year-end and New Year period and collaborated with related organizations such as Mapo Police Station, Mapo Fire Station, and Seoul Metro to install an on-site situation room and emergency medical room at Red Road R5, focusing all efforts on safety management.


In particular, from December 24 to 31, every evening from 9 PM to 1 AM the next day, about 500 personnel including public officials, professional safety management staff, voluntary disaster prevention teams, and local residents were deployed to manage crowds in stages and control traffic.


The district concentrated safety personnel at major congested areas such as Hongdae Entrance Station exits, Red Road sections R2 to R5, and the club street, removing hazards in advance by addressing 92 cases of illegal parking, 29 cases involving personal mobility devices, and 28 cases of illegally abandoned items on sidewalks to ensure pedestrian safety.


Additionally, 15 road facilities requiring urgent repairs such as potholes were fixed to prevent falls, and a special collection team for household waste in the Red Road area was operated to immediately collect trash obstructing pedestrian movement and maintain street cleanliness.


Advanced technology was also actively utilized in this safety management.


The "AI Crowd Density Analysis System" installed at nine crowded areas along Red Road analyzed situations in real time, and when dangerous situations occurred, warning messages and voice guidance were provided so pedestrians could easily understand the situation.


Along with this, five new double-sided "Disaster Text LED Boards" were installed to continuously provide population density information and instantly display safety messages and response guidelines in case of emergencies.


At highly congested locations such as Hongdae Entrance Station Exit 9 and Red Road R3 (Hongtong Street) and R5 (Club Street) areas, safety fences were installed to guide right-side walking and reduce pedestrian congestion, organizing the flow to maintain order.

The district stated that despite the large crowds visiting the Red Road area for the year-end and New Year celebrations, the successful completion without a single accident was thanks to the participation of local residents, the Mapo Club Association, local merchants, and citizens who empathized with and cooperated in the district’s efforts and actively helped maintain order.


Park Gang-su, Mayor of Mapo-gu, said, “We held the belief that there is no such thing as too much safety and did our best to manage the crowds,” adding, “We will continue to do our utmost to ensure that people can enjoy peaceful daily lives in a safe environment.”


Mapo-gu was recognized for its contributions to fostering a safety culture through initiatives such as the "Safe Mapo Hotline Establishment," "Red Road Safety Management," and the "Introduction of AI Crowd Density Management System," receiving the Presidential Citation, the top award in the nationwide local government category, at the "2024 Safety Culture Awards" hosted by the Ministry of the Interior and Safety.
