Seoul City Urban and Residential Environment Maintenance Ordinance Amendment Promulgated
Proposal Consent Rate Relaxed from 60% to 50%

Sanggye Jugong 14 Complex Safety Inspection Fundraising Underway
Reconstruction complexes in the Nowon-gu area have begun safety inspections and are actively submitting rapid integrated planning applications, accelerating the pace of redevelopment projects. Additionally, with the Seoul Metropolitan Government revising the ordinance to relax the consent rate for redevelopment plan proposals to 50%, the speed of these projects is expected to increase further.
Starting from the 3rd, Seoul City will promulgate and enforce the “Seoul Metropolitan City Urban and Residential Environment Redevelopment Ordinance,” which lowers the consent rate of landowners and others from the current 60% to 50% when proposing redevelopment projects. This means that if the mayor of the city or province obtains 50% consent from residents who are landowners, they can request the initiation of redevelopment projects. This creates conditions for redevelopment sites in the early stages of planning to proceed more swiftly to the next phase.
Accordingly, apartment complexes in Nowon-gu preparing redevelopment projects through rapid integrated planning are expected to benefit. Some of these complexes in Nowon-gu are preparing redevelopment plans to rebuild up to 49 floors. Sangye Jugong Complex 6 submitted a rapid integrated planning application in November 2022 and is currently preparing a revised redevelopment plan. This is because Seoul City issued guidelines to link the plan with the ongoing district unit plan redevelopment for the Sangye and Junggye areas. The outline of the district unit plan redevelopment is expected to be revealed as early as March or April.
This plan will include upgrading some parcels to quasi-residential zones within the station area complex redevelopment zone. Sangye Boram Apartments submitted a redevelopment plan to Seoul City for reconstruction with a floor area ratio of 299%, a maximum of 45 floors, and a total of 4,170 households. This apartment complex, built in 1988, consists of 21 buildings with 15 floors and 3,315 households. It is located between Nowon Station on Line 4 and Madeul Station on Line 7. Junggye Green Apartments submitted a plan last month to Nowon-gu Office for reconstruction with a maximum of 49 floors and a total of 4,432 households. Hagye Jangmi Apartments submitted a plan to Nowon-gu to reconstruct with a total of 49 floors and 2,775 households by upgrading part of the station area to quasi-residential zones.
A Nowon-gu official stated, "Four complexes have applied for rapid integrated planning, and the consent rate requirement for proposal initiation has been met," adding, "All rapid integrated planning proposals have been submitted to the district office, and except for Hagye Boram, which has completed advisory requests to Seoul City, the other complexes are under review."
Other reconstruction complexes not under rapid integrated planning are also expected to accelerate their projects following the promulgation of this ordinance revision. Sangye Jugong Complex 10 near Madeul Station on Line 7 passed a detailed safety inspection earlier last month. This complex, completed in 1988, consists of 27 buildings with a maximum of 15 floors and 2,654 households. After reconstruction, it will be reborn as a large complex with over 4,000 households and a maximum of 49 floors. It passed the preliminary safety inspection in 2021 and selected Korea Land Trust as the preliminary project implementer. With the safety inspection passed, the next steps such as redevelopment plan establishment will proceed.
Sangye Jugong Complex 14 is currently raising funds from owners to start the safety inspection. Over 100 million KRW has been collected so far, with a goal of 400 million KRW. Fundraising will be completed by the first half of this year, followed by the start of the safety inspection. It is known that Daewoo Construction, DL E&C, and Hoban Construction are interested in the reconstruction of Sangye Jugong Complex 14. Completed in 1989, this complex consists of 26 buildings with a maximum of 15 floors and 2,265 households. With a floor area ratio of 147%, it is considered to have the best location among apartments in the Sangye area. According to the preliminary design plan disclosed on the project preparation committee’s website, it is expected to be transformed into a complex with 3,600 households after reconstruction.
A representative of the Sangye Jugong Complex 14 project preparation committee explained, "Even though the law has changed, the safety inspection has not been eliminated but postponed, so it is still necessary to undergo the safety inspection," adding, "We plan to submit the safety inspection application within this year."
