Kim Yoon-chul, the mayor of Hapcheon County, Gyeongnam, stated in his New Year's address, "Over the past year, we have worked tirelessly to lay the foundation for the 8th term of the elected government and to create a hopeful future for Hapcheon," adding, "Where there is a will, there is a way, and with the spirit of 'Yujigyeongseong' (有志竟成), meaning 'where there is determination, success follows,' we will work even harder together with the residents to build a hopeful Hapcheon."

The mayor said, "In 2023, Hapcheon County opened the era of an 800 billion won budget for the first time in its history, and starting with the completion of the parking lot at Chogye Traditional Market, we fulfilled 17 pledged projects promised to the residents," and added, "We laid the foundation for regional development through the selection of the Myosan Small School Revitalization Project and securing the largest-ever local government subsidy."

He continued, "In June last year, Hapcheon Daepyeong Gunmul Nongak was designated as an intangible cultural asset of Gyeongnam Province, and in September, the Okjeon Burial Mounds in Ssangchaek were registered as a UNESCO World Cultural Heritage site, widely promoting Hapcheon's history and culture worldwide."

He also said, "A few days ago, we received joyful news that will brighten the future of Hapcheon County," adding, "The selection of the Dumusan Pumped Storage Power Plant, which all the residents of Hapcheon County had earnestly hoped for as one, has been confirmed."

Mayor Kim emphasized, "With construction starting aiming for completion in 2035, a budget of 1.8 trillion won will be invested, which will not only revitalize the local economy but also enable Hapcheon County to become a clean energy city through energy self-sufficiency," and added, "In addition, we achieved first place in Gyeongnam Province for hometown love donation fundraising, were selected as the best institution for local regulatory innovation for three consecutive years, and received the grand prize at the Korea Local Autonomy Management Awards."
