The residential area in Myeonmok-dong near Jungnangcheon in Seoul will be reborn as an apartment complex with up to 35 floors and 1,260 households through redevelopment.

The city announced on the 30th that it has finalized the rapid integrated planning for the redevelopment project in the area of 172-1 Myeonmok-dong, Jungnang-gu (covering 51,258㎡). This comes 1 year and 4 months after being selected as a candidate site for rapid integrated planning in August last year.


First, a pedestrian-friendly complex connected to Jungnangcheon will be created. The complex will be seamlessly connected to the embankment walking trail along Jungnangcheon, and a park will be established adjacent to the embankment to improve accessibility to the trail. An elevated pedestrian walkway and elevators will be installed to accommodate pedestrians with mobility challenges. Additionally, once the undergrounding of Dongbu Expressway is completed, a direct route connecting to the Jungnangcheon waterfront will also be secured.


The transportation and pedestrian networks will also be reorganized. The width of the arterial road, Dongil-ro, will be expanded and modified to allow left-turn entry and exit. Gyeomjae-ro 2-gil will be converted from a one-way street prioritizing resident parking to a two-way street to facilitate smoother traffic flow. Roads primarily designed for vehicles will be changed to separate pedestrian and vehicle lanes to create a safer walking environment, and the area where the new Myeonmok Line station is planned will be connected by pedestrian paths for convenient access from the station to Jungnangcheon.


Centered around Jungnangcheon, a ‘waterfront specialized landscape’ will also be created. The front-facing main buildings will be low-rise, gradually increasing in height towards the rear to minimize the imposing feeling on the waterfront space. In the waterfront-specialized building layout sections, open balconies will be introduced to maximize the locational advantages and value. Once the ecological park atop the undergrounded Dongbu Expressway is completed, it is expected to grow into a waterfront attraction comparable to the Han River.


Development projects are actively underway around the target site, including the Myeonmok 3 and Myeonmok 5 housing reconstruction projects completed in 2020, the street housing maintenance project (around 194 Myeonmok-dong, 7,509㎡), redevelopment candidate sites (around 174-1, 35,969㎡), Moa Town (Myeonmok 5-dong, 87,787㎡), and the Myeonmok Retention Basin Cultural and Sports Complex Center. Furthermore, with the planned opening of the new Myeonmok Line station, synergy with nearby areas is expected to be maximized.


Jo Nam-jun, head of the Seoul Metropolitan Government’s Urban Space Headquarters, said, “Jungnangcheon is a key infrastructure and ecological/natural environment that will play a central role in the development of the northeastern area. Once the Dongbu Expressway is undergrounded, it will become a beloved landmark for residents and all Seoul citizens.” He added, “To enhance a pleasant and safe residential environment as well as the city’s attractiveness and competitiveness, we will accelerate the rapid integrated planning process next year.”


With the confirmation of the rapid integrated planning for the ‘redevelopment of 172-1 Myeonmok-dong area,’ 90 out of 148 rapid integrated planning sites in Seoul (160,000 households) have completed planning. Among these 90 sites, 30 have been designated as maintenance zones, 4 have received project implementation plan approval, and 2 have started construction. By next year, 60 sites (including Sangdo 14 and 15, Sangbong 13, etc.) are expected to be designated as maintenance zones, and 5 sites (including Sillim 1, Yeouido Hanyang Apartment, etc.) are expected to complete project implementation plan approval.
