Joint 2nd Place in the 'City' Group Evaluation Among 243 Local Governments Nationwide
Goyang Special City in Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 30th that it was selected as an ‘Excellent Local Government for Local Regulatory Innovation in 2024’ on the 26th and secured a special grant of 200 million KRW as a financial incentive.
The Ministry of the Interior and Safety encourages local governments nationwide to self-assess the overall level of regulatory innovation and strengthen their capabilities through annual performance evaluations of local regulatory innovation.
This year, excellent institutions were selected through performance verification and evaluation based on four quantitative indicators and five qualitative indicators.
Goyang City was selected as an excellent local government (tied for 2nd place) within the ‘City’ group in the evaluation conducted by dividing 243 local governments nationwide into four groups. This result recognizes Goyang City as a leading local government in the field of regulatory innovation, contributing to regional economic revitalization and improving citizens’ convenience through local regulatory innovation.
Based on the high level of interest from the head of the institution in regulatory innovation, Goyang City establishes a comprehensive regulatory reform plan every year to discover regulatory improvement tasks centered on citizens and businesses, and systematically organizes unreasonable local ordinances. In addition, it operates a ‘Visiting Local Regulatory Reporting Center’ to collect regulatory improvement requests from citizens and businesses and strives to improve them.
In particular, this year, 11 unreasonable regulations proposed to central government ministries were accepted, leading to improvements in regulations that had been obstacles to regional development. The improved regulations cover various fields such as corporate difficulties, citizen welfare, and support for small and medium-sized enterprises, and have been evaluated as promoting business activities in Goyang City and enhancing the convenience of citizens’ lives.
Mayor Lee Dong-hwan of Goyang Special City said, “This selection as an excellent local government is the result of Goyang City’s continuous efforts to improve citizens’ lives and develop the regional economy,” and added, “We will continue to do our best to develop Goyang City into a better city through regulatory innovation.”
Goyang City was also selected as an excellent institution in the ‘Local Regulatory Innovation Excellent Institution Certification System’ in 2022 and received the Presidential Citation. In 2023, it won the Encouragement Award at the Local Regulatory Innovation Best Practice Competition, achieving remarkable results in the field of regulatory reform. Based on these awards, Goyang City plans to further spread the culture of regulatory innovation through cooperation with central government ministries.
