Located in the downtown area near Gwanghwamun Station, Sinmunno 2 District 12, a leftover land parcel that has not undergone long-term development, will be redeveloped into a building equipped with apartments, officetels, and neighborhood living facilities.

On the 29th, the Seoul Metropolitan Government announced that it had amended and approved the redevelopment plan decision (change) for the public redevelopment project of Sinmunno 2 District 12 at the 14th Urban Planning Committee’s Rapid Integrated Planning Maintenance Project and the Subcommittee on Authorized Matters.


Sinmunno 2 District 12, located at 158 Sinmunno 1-ga, Jongno-gu, is the last undeveloped area within the newly established district after the maintenance zone reorganization in September 2020. It was selected as a candidate site for the first pilot project of public redevelopment by the Ministry of Land, Infrastructure and Transport in 2021.


After redevelopment, a floor area ratio of around 1300% will be applied, and the building height will be limited to under 100 meters. The lower floors will house neighborhood living facilities, while the upper floors will consist of approximately 100 residential units and 50 officetel units. With the introduction of the public redevelopment project, the floor area ratio has been relaxed to improve project feasibility, and the number of rental housing units has been increased to secure public interest.

The project site is located in the Gwanghwamun central business district, where large office buildings such as the Officia Building and Donghwa Duty-Free Shop, as well as hotels, are concentrated. Through public redevelopment, it aims to respond to downtown housing demand and improve the surrounding urban environment by donating remaining maintenance infrastructure (roads, parks) within the district.


A public open space with a width of more than 9 meters will be arranged on the north side of the project site to create a continuous pedestrian environment along Saemunan-ro. The sidewalk bottleneck caused by protruding buildings along the existing Saemunan-ro will be improved, making walking conditions more pleasant.


The Seoul Metropolitan Government stated, "With this decision, the implementation of the only undeveloped area within Sinmunno 2 District will enable the comprehensive maintenance of the urban environment along Saemunan-ro and realize proximity between workplaces and residences for downtown workers."
