Yong Il-kwon, Outstanding Officer... Shin Dong-kwang, Hong Ji-hee, Nam Chan-hyun, Song Min-gyu Receive Encouragement Awards
Goseong-gun, Gangwon Special Self-Governing Province (Governor Ham Myeong-jun) announced on the 27th that it has selected five public officials who actively promoted their duties for the public interest and contributed to spreading a culture of proactive administration as the ‘Outstanding Public Officials for Proactive Administration in the Second Half of 2024.’ The award ceremony is scheduled to be held on December 31, according to the year-end governor’s award plan.

This selection was made by choosing five candidates from six public officials recommended by each department through votes by public officials and residents, and then finalized as one outstanding and four encouragement awards after deliberation by the Goseong-gun Proactive Administration Committee.
The outstanding award went to Yong Il-gwon, a public official from the Investment Attraction Division, who was in charge of the ‘Marine Deep-Seawater Dedicated Industrial Complex Public Wastewater Treatment Facility Performance Improvement Project.’ Yong was highly evaluated for integrating new and green technologies to improve the public wastewater treatment facility, reducing budget expenses and pollutant emissions, thereby strengthening the competitiveness of the industrial complex, and for promoting risk assessments to ensure the safety of on-site workers.
Among the four encouragement awardees, Dong-gwang Shin, a public official from the Water and Sewage Business Office, who handled the case of ‘Securing 30.3 billion KRW in national funds by designating priority management areas for sewer maintenance (Hyeonnae, Toseong),’ contributed to improving stormwater drainage pipes in the frequently flooded urban areas of Hyeonnae and Toseong by securing national budget through the Ministry of Environment’s 2024 application for designation of priority sewer maintenance areas. Also, Ji-hee Hong from the Public Health Center was selected for encouragement for expanding essential medical services through the operation of hyperbaric oxygen therapy and vascular ultrasound, including expanding the hyperbaric oxygen treatment room, extending free vascular ultrasound weekend screenings, and promoting computerized medical records for each patient using the system.
Chan-hyun Nam from the Public Health Center contributed to relieving stress and depression of dementia patients and their exhausted caregivers and enhancing understanding and intimacy among families by initiating the ‘First Dementia Overcoming Day Commemorative Event.’ Min-gyu Song, team leader at Geojeong-eup Administrative Welfare Center, was selected for encouragement for ‘Implementing Happy Administrative Services for Geojeong Residents’ by expanding communication with residents, inducing voluntary participation in county administration, and improving the level of resident-experienced administrative services.
The five public officials selected as outstanding for proactive administration in the second half of 2024 will be granted three days of reward leave and additional points in their work performance evaluations. The outstanding awardee will receive a prize of 200,000 KRW, and the encouragement awardees will each receive 100,000 KRW.
A Goseong-gun official stated, “Through the selection of outstanding public officials every first and second half of the year, we plan to spread awareness of proactive administration among employees, encourage their efforts, and continuously establish a culture of proactive administration in public service.”
