"Dereliction of Duty Leading to Aiding Insurrection"…Civic Group Files Complaints Against Han Deok-su and People Power Party Lawmakers

764 Complainants Urge Criminal Prosecution

The civic group Candlelight Action has filed a complaint with the police against Acting President Han Deok-su and members of the National Assembly from the People Power Party on charges of conspiring to commit insurrection and dereliction of duty.


On the 27th, Candlelight Action held a press conference in front of the Seoul Seodaemun-gu Police Agency and announced that they had reported Acting President Han, who attended the emergency martial law State Council meeting, nine current and former State Council members, and about 50 National Assembly members who stayed at the People Power Party central office to the National Police Agency's National Investigation Headquarters. A total of 764 citizens participated in the complaint.

They claimed that Acting President Han "implicitly agreed to the president's declaration of emergency martial law and participated in conspiring to commit insurrection," and argued that he should be punished for aiding and abetting the execution of insurrection.


They also criticized Acting President Han for effectively refusing to appoint three Constitutional Court justices, stating that he "consciously neglected or abandoned his duties as acting president."


Regarding the approximately 50 National Assembly members who stayed at the People Power Party central office on the day martial law was declared, they pointed out that "they facilitated the execution of insurrection by obstructing the National Assembly's vote to lift martial law," accusing them of aiding and abetting insurrection.


Furthermore, they urged punishment for the 55 National Assembly members from the People Power Party who abstained from the vote to lift martial law, stating that this was "neglect or abandonment of their duties as lawmakers to uphold the fundamental order of democracy."
