Ulju-gun, Ulsan City, is taking the lead in ushering in the era of digital identification by starting the pilot issuance of the ‘mobile resident registration card’.
Ulju-gun announced that it will conduct a pilot issuance of mobile resident registration cards for two months from the 27th until February 7th of next year.

The mobile resident registration card will be initially introduced in nine regions, including Ulju-gun, Seo-gu in Daejeon, Goyang in Gyeonggi, and Yeosu in Jeonnam. Residents of Ulju-gun will enjoy the benefit of using the mobile resident registration card ahead of other regions.
The mobile resident registration card can be applied for by choosing either the ‘QR code’ or ‘IC resident registration card’ method. Only one mobile phone under the applicant’s name can be issued, and to apply the latest security technology, reissuance is required every three years.
The ‘QR code’ issuance method involves visiting the eup/myeon administrative welfare center to scan a one-time QR code and receive the card. The mobile resident registration card can be issued immediately and free of charge upon application.
However, if the phone is changed or the physical resident registration card is lost, the applicant must revisit the administrative welfare center to have the mobile resident registration card reissued.
The ‘IC resident registration card’ method replaces the physical resident registration card with one embedded with an IC chip. The mobile resident registration card can be issued by contacting the IC resident registration card to a personal mobile phone.
The IC chip costs 10,000 KRW in total, including 5,000 KRW for issuance and 5,000 KRW for reissuance, but even if the phone is changed, the mobile resident registration card can be reissued without visiting the administrative welfare center.
Ulju-gun plans to provide the IC chip-embedded resident registration card free of charge next year to those born in 2008 who will be receiving their resident registration card for the first time, but only to those who wish to have it.
County Governor Lee Soon-geol said, “We are pleased that Ulju-gun has started the pilot issuance of mobile resident registration cards in step with the digital era,” and added, “We will continue to strive to provide more innovative administrative services in the future.”
