The preparatory hearing is a procedure to hear both sides' positions and establish a plan for the trial. Unlike the formal trial held by the full bench in the grand courtroom, two junior judges preside over it in a small courtroom.
A total of 18 seats were prepared for the general audience, of which 9 seats are allocated through an online lottery. The competition rate for the 9 seats reached 2251 to 1. This number surpasses the attendance competition rate during the impeachment trial verdict of former President Park Geun-hye. At that time, 19,096 people applied to attend, and the competition rate was 796 to 1.
