Gangseo-gu Strengthens Management Including Real-Name System for Street Vendors

Expectations for Improved Pedestrian Environment

Gangseo-gu, Seoul (Mayor Jin Gyo-hoon) announced on the 26th that it has completed a survey of 165 street vendor operators in the area. Through this survey, the personal information of street vendor operators was secured, a real-name system was introduced, and a systematic and transparent management system was established.

The district conducted the survey by strengthening public-private cooperation through the ‘Street Vendor Win-Win Policy Council,’ composed of residents, street vendor operators, district council members, and public officials. Since April, the council has reached agreements on mandatory submission of real-name data, maintenance of long-term non-operating street vendors, and imposition of fines through multiple interviews and site visits.


The survey involved 13 district office staff members, including four special judicial police officers. As a result, personal information of operators for 165 street vendors was secured, and seven long-term non-operating vendors were maintained. Additionally, management measures to prevent sales transactions were implemented, and fines were imposed, securing a total tax revenue of 52.7 million KRW, which is approximately 40 million KRW more than the previous year.


The district is being recognized for blocking the succession and sale of street stalls at the source through the introduction of this real-name system and for establishing a systematic management system including road occupancy fees and fine imposition.


Mayor Jin Gyo-hoon said, “Through transparent and safe management of street vendors, we will improve the walking environment and provide residents with pleasant streets,” adding, “We will continue to strengthen the management of new street vendors to create a pedestrian-centered urban environment.”
