Former Defense Intelligence Commanding General Noh Sang-won, identified as a key figure in the 'December 3 Emergency Martial Law Incident,' is reported to have visited a shaman before the martial law and had the fortunes of former Minister of National Defense Kim Yong-hyun and others read.
On the 24th, Yonhap News reported an interview with Mr. A, who runs a fortune-telling shop in Gaejeong-myeon, Gunsan-si, Jeonbuk. According to Yonhap, Mr. A said, "Former General Noh visited so frequently from February 2022 until early this year that I lost count, asking about the fortunes of military personnel," adding, "He came more than about 20 times." He revealed that General Noh made appointments in advance by phone or text message before visiting the fortune-telling shop and brought notes or photos with the fortunes of military personnel to inquire about their divinations.

Mr. A said, "While I don't remember the exact names or faces of other military personnel, I immediately recognized former Minister Kim's face from TV news," and explained, "General Noh asked most frequently about former Minister Kim's fortune and said, 'This person has to succeed for me to return.'" When asked if General Noh mentioned martial law, he replied, "He never directly said 'martial law,' but used the expression 'important matter,'" adding, "Only after watching the news did I realize that what he was asking about back then was referring to that."
Furthermore, when asked if General Noh ever mentioned President Yoon Seok-yeol and First Lady Kim Keon-hee, Mr. A said, "When I told him that the president would be impeached with one year left in his term, General Noh said, 'The publicly known birthdate of (President Yoon) is different from the actual birthdate,' and that there was no chance of impeachment." Regarding why General Noh, who also runs a fortune-telling shop, specifically visited this place, Mr. A said, "General Noh is very skilled at fortune-telling himself, but since I am a shaman who received a spiritual calling, he visited often," adding, "I asked if the president or the first lady would visit later, but he did not mention anything special and did not come with others."
Previously, it was reported that General Noh had been working as a fortune-teller in a semi-basement house in Ansan-si, Gyeonggi Province. After being dishonorably discharged following a prison sentence for sexual crimes against a female subordinate in 2018, he opened a fortune-telling shop with two women. His residence was rumored to be a fortune-telling shop in the neighborhood and was confirmed to be a popular place where customers lined up. The police recently secured a notebook from this location containing detailed plans for the emergency martial law. The notebook included notes such as "Induce North's attack at the Northern Limit Line (NLL)" and referred to politicians, journalists, religious figures, labor unions, judges, and public officials as "collection targets."
Meanwhile, General Noh is suspected of leading the martial law operation as a civilian. Police investigations revealed that two days before the martial law, on the 1st, he met with Intelligence Commander Moon Sang-ho and two colonels from the Defense Intelligence Command at a hamburger restaurant to premeditate the martial law.
