Experts Forum Hosted by Ministry of Land, Infrastructure and Transport and LX
Jeju Special Self-Governing Province is preparing a new approach for the cadastral record organization project of factual status roads.
On the 20th, Jeju Province announced on the 24th that it had held a forum at the Korea Land and Geospatial Informatix Corporation’s main conference room under the theme of “Paradigm Shift in the Cadastral Record Organization Project for Factual Status Roads,” gathering expert opinions.
The cadastral record organization project for factual status roads is an initiative to organize cadastral records for public-use land such as farm roads and village paths created during past Saemaul projects.
This project, which is promoted based on the consent of landowners, has recently faced difficulties progressing due to rising real estate prices in the Jeju region. To address these issues, Jeju Province determined that a paradigm shift in project implementation was necessary and sought new solutions with experts.
Experts from related organizations such as the Ministry of Land, Infrastructure and Transport and LX Korea Land and Geospatial Informatix Corporation attended the forum, sharing diverse opinions on the necessity of the cadastral record organization project for factual status roads and the need for a paradigm shift.
Yang Seungcheol, team leader of the Housing and Land Division of Jeju Province, presented the current status and challenges of the cadastral record organization project for factual status roads.
The discussion, chaired by Professor Kim Il of Jeonju University’s Department of Real Estate and Land Information, included panelists such as Kim Sijun, head of Dumo-ri in Hangyeong-myeon, Jeju City; Son Kiyeol, officer at the Spatial Information System Division of the Ministry of Land, Infrastructure and Transport; Yang Younghyu, head of the Cadastral Reorganization Division at the Korea Land and Geospatial Informatix Corporation headquarters; and Park Jaegwan, director of the Housing and Land Division of Jeju Province.
The panelists emphasized that this project is important for the exercise of landowners’ property rights. In particular, considering the reality that it has become difficult to promote the project without compensation due to rising land prices, they proposed measures to revitalize the project, such as introducing limited compensation for land at the start and end points of roads.
Yang Changhwon, Director of the Construction and Housing Bureau of Jeju Province, said, “We will actively reflect the opinions presented at the forum in next year’s project direction and do our best to promote the project.”
