Seoul City Passes Amendment to Promotion Plan

Among the redevelopment projects in Seoul, Hannam 3 District in Yongsan-gu, the largest in scale, will secure additional general sale units and be reborn as a large-scale mini-new town complex with a total of 5,988 households.


On the 23rd, Seoul City held the 9th Urban Regeneration Committee meeting and announced on the 24th that it had approved the amendment to the "Hannam 3 Redevelopment Promotion Zone (hereinafter Hannam 3 District) Redevelopment Promotion Plan."


Hannam 3 District, located in Hannam-dong 686 area of Yongsan-gu, covers an area of about 380,000㎡, with a new total floor area reaching approximately 1,040,000㎡, making it a large-scale site. Since being designated as a promotion zone in 2009, it has been the fastest progressing project among Hannam New Town (Hannam 2, 3, 4, and 5 Districts). Relocation is currently underway (relocation rate 96%) with construction targeted to begin in 2026.


With this amendment, Hannam 3 District is planned to have 127 buildings ranging from 7 basement floors to 22 above-ground floors, totaling 5,988 households. This is an increase from the original plan of 5,816 households. Public housing will be supplied in a social mix form with 1,100 units.


Seoul City upgraded the zoning from Type 1 and Type 2 General Residential Areas to Type 2 and Type 3 General Residential Areas and Semi-Residential Areas, considering height standards and building main block layout plans. Additionally, by rearranging infrastructure such as roads, the site for apartment complexes was expanded, and the residential ratio in the semi-residential area was raised from 77% to 90%, securing additional general sale units for the association.


Furthermore, to share with local residents, green parks equivalent to 2.5 times the size of a soccer field were distributed throughout the area. To alleviate parking difficulties in the Itaewon commercial district, two large-scale multi-story parking lots were introduced. This amendment also complies with the height standards of the Hannam area, such as views of Banpo Bridge and the southern end of Hannam Bridge, and the panoramic view of Namsan Sowol-gil, allowing Seoul citizens to share views of Namsan and the Han River.


Han Byung-yong, Director of the Housing Office at Seoul City, said, "The aging residential area of Hannam-dong is expected to be reborn as Seoul’s representative high-quality residential area harmonizing Namsan and the Han River," and added, "We will spare no support to ensure the successful promotion of the largest-scale redevelopment project, Hannam 3 District."
